Skills Assessment Form: In an effort for the TCMGA Board to find out the strengths and skills of our members and to best utilize those skills to keep this great organization going, we would like to ask our members to take a few minutes to complete this form and return to Pat Penney in the office or email to agoss97107@gmail.com.
Many of us have indicated the projects that we are willing to work on this year, but the Board would like to ask you to fill out this form, as it asks different questions. We are hoping to include as many members as possible when planning and managing our calendar. Thank you in advance for taking the time to complete the form.
Check Authorization Form: Any member requesting reimbursement for expenditures in support of our activities and events must complete this form and attach receipts. The completed form and receipt should be submitted to the committee chair or board member for approval.

1. Call to Order: Jean called the meeting to order at 10:12 am.
2. Clarification of who can vote today: This is a Chapter meeting so everyone may vote.
3. Announcements :
• Mini-College registration is open at http://www.oregonmastergardeners.org/MiniCollege2011.htm. Registration closes July 9.
• Reminder: Officers needed for next year - Vice President and Class Representative from the 2011 class. If you are interested in either of these positions, or any others, please contact Jean Scholtz.
• Rose City Garden Railway Society will be hosting their ‘Railroads in the Garden Tour’ on Saturday June 18, 2011 from 10am to 5pm. Go to http://www.rcgrs.com/annualtour.html for more information.
4. Approval of Minutes – Cammy Hickman: Minutes of the May Meeting were reviewed and the following corrections made.
• Item 5 Corresponding Secretary Report: A condolence card was sent to Larry & Andrea Goss.
• Committee Reports – Scholarships. : Laura Swanson moved to name the scholarship for Sheila Shelley, not Linda Stephenson.
• Committee Reports – Learning Garden: Second sentence corrected to reflect “…..receives funds from their county extension office” – not “state.”
• Item 15: Correcting spelling Mildred ‘Davies’ to Davy.
Sam moved and Laura Owens seconded a motion to accept the minutes of the May meeting as corrected. Motion carried via voice vote.
5. Treasurer’s Report – Jean Scholtz: Jean submitted the Treasurer’s Report. Our balance as of June 10, 2011 is $9,948.37. Charlotte will be back and able to attend meetings in September. Cammy moved and Doug Holman seconded a motion to accept the Treasurer’s report. Motion carried via voice vote.
6. Corresponding Secretary Report – Cris Roberts: A card was passed to the group for Bernie & Mary Young. Cards will be sent to Gary Albright, and a thank you card to Intel.
7. Agent Report – Joy Jones: No report.
8. OMGA Report: Jean summarized Daria’s written report from the Bend Quarterly meeting. Gail Langellotto attended the meeting and shared the following:
• The Oregon state budget allocation to the Statewide Public Services (Extension, Forest Research Lab, Agricultural Experiment Station) has not yet been set. Unofficial news is that the legislature may approve an $8 to $12 million ‘add back’, from the $20 that was originally slated to be cut from the Statewide. Extension would still shoulder a reduction of $2.93 million. The state budget is set every 2 years and thus Gail would like OMGA to consider appointing an advocacy chair, to oversee the short-term actions through the June 30 legislative session.
• M.G. Program Endowment Fund: Spendable funds: $24,638.74. Spent $5,000.00 to Lane Extension which was the first expenditure ever. Gail renewed her request for a $5000.00 contribution for the next year.
• The Home Horticulture working group adopted an updated Plant Clinic policy. Revised policy on questions we M.G.’s can answer or not answer will be published in the next OMGA newsletter.
• The Online Master Gardener Course is nearing its 6th offering. 338 individuals have gone through the course, 231 pursued a Certificate of Home Horticulture, and 107 have pursued the M.G. badge. The program has generated $122,000 in fees for the University, of which $66,000 went directly to her program.
• Growing Healthy Kids: Gail is revising the curriculum so that it incorporates more opportunities for physical activity, and that it more specifically ties gardening to nutrition.
• Amy Dreves and Gail published an Extension publication on Spotted Wing Drosophila management in the home garden.
• Work on the M.G. Handbook continues. Submitting chapters to EESC in September- finally reaching an agreement that M.G. Program receives $5 from the sale of every M.G. Handbook which she anticipates to be $5000 in total. Look for color photographs, to be bound, and waterproof…300pages in total at $50 per copy.
• Mini College registration receipt printed says…Grand Affair…not mini college. Watch for your credit card number printed on the receipt and black it out. Problem is now resolved.
• Leadership forum or Day…25% of classes pertains to the new strategic plan.
• Officers- Appointed-Elected job description posted on website. Need Gardener’s Pen editor for 2 more issues. Information on the website. Mary Mullard (sp) needs Silent auction person at mini –college.
• 130 are registered. No courtesy vans. Wednesday night banquet at Best Western. Debbie Hosta in charge of Chapter Display—Set up Wed 9-6---Teardown Thurs 3-5.
• ODDS & ENDS: 2013 Intl Search for Excellence. Do we have a contender? There was a vote to include the data base in executive position which was denied due to too many non- elected members. Lincoln County increased sales by omitting .50 cents on any plant. A new Chapter has formed - Blue Mt. with 5 members. Interesting educational ideas are ending up at plant sales….educational boards with instructions.
9. Committee Reports:
• Cookbooks – Laura O.: No report.
• Tillamook Farmers Market – Linda Stephenson: Master Gardner’s booth at the Market went real well last Saturday. Received $9.43 in donations for the rocks and responded to a number of inquiries and referrals. We will be at the market again next Saturday. Sam encouraged everyone to attend the market if they had the opportunity. Last Saturday’s attendance was in excess of 2600 people – a record.
• North County Plant Clinics – Cammy Hickman: Our first Market will be on Friday, June 24, 2011. Set up begins at 4:00 pm; the Market opens at 5:00pm and closes at 8:00pm. We are permitted to ‘sell’ at this market. We will have Garden Tour Passports, worm bins and cloches available for purchase. Cammy will be sending out an email to all apprentices who signed up to volunteer for North County activities. If more people are needed, a global email will be sent to the membership.
• Garden Tour – Laura O.: The next Garden Tour Committee meeting will be June 28, 2011 at 11:30 am at Kendra’s Kitchen. A ‘glitch’ has arisen with space at Pioneer Museum due to the roofing project underway. Several suggestions were made for alternate sites for the plant sale and parking. Laura will be in contact with the Farmers’ Market Manager. Plants for the sale can be brought to Leighanne McGowan’s home at 1608 12th St., Tillamook. Please call her and let her know you will be dropping off plants. Her telephone number is 503-815-3802. Be sure plants are identified and in at least 4” pots. Do not bring any houseplants or invasives!
• Publicity – Laura O.: The main focus for publicity is the Garden Tour. Scheduling problems with KTIL air time are in the process of being worked out. Flyers for the Tour were passed out for members to post them in their communities. If you need flyers, contact Phyllis Holmes.
• Scholarships – Jean Scholtz: Jean read Jean P.’s report on scholarships. “Katie Snell and Alexis de Nobel were presented with their awards at Tillamook High School’s award ceremony on May 19. The article about them and accompanying picture was in the Thymes (I assume everyone has seen that). Diane Griffin, Ken and I met Katie and Alexis at the extension center last week to give them their checks and to have their picture taken with us. Unfortunately, we had a postal glitch and the checks didn’t get there in time so I will mail them to Katie and Alexis tomorrow. I sent a press release and picture to the Headlight Herald and expect it to be in this week’s paper. A side note: Katie and Alexis both received the Ford Foundation Scholarship for a 90% free ride through college. They were the only recipients in Tillamook County and the only ones interviewed. There were 4,000 applicants but only 100 winners in Oregon.”
• The Thymes –: No report. Jean reminded the deadline for submitting articles was the 25th of each month.
• Learning Garden – Gary Johnson: Bob Allen has planted potatoes. The Groves are re-doing the fence in the Children’s Garden area. Fair is coming – August 10-13. The theme is “Something to Crow About”. We need at least 24 volunteers to work various shifts during Fair. Attendance is free the day you work, however you must pay for your parking. Sign-up sheets will be available after July 1, 2011. Gary is considering adding a day to the normal schedule during harvest time.
• Bus Tours: Jean reviewed the information on taking a bus to mini-college. Discussion from the May meeting on this topic was reviewed. At this time, we will not be taking a bus to mini-college.
• Volunteer Coordinator – Linda Stephenson: Linda is scheduling volunteers for the Garden Tour. She has between 3-4 people at each garden, and a number of people signed up to assist in preparing the gardens prior to the tour, i.e. weeding, trimming, etc.
• Worm Bins: Cammy read Rick’s report. “I just finished making/building/completing two mini-cloches for TCMGA's two Farmer's Markets. Janet will drop them off at the Extension Office this Thursday for those who are running/in-charge of the markets. Should I send my receipts to you? I don't know who our current treasure is at the moment. Also there are 7 worm bins sitting in the shed at the Children's Learning Garden. There are approved brochures at the office and should be handed out at the markets when clients are asking questions for both the cloche and the worm bin.”
Old Business
10. State Youth Correctional Facility Project – Cris Roberts: This project is progressing very well. In order to provide a consistent foundation for the program, initial guidance/education will be provided by Cris Roberts, Pam George and Evelyn VonFeldt. As the project moves forward, they will be asking for more volunteers from the membership. Jean asked that project leaders document their activities as this may be a good candidate for our ‘Search for Excellence’ program.
11. By-Laws: Jean noted changes in the by-laws; minor cleanup, punctuation, grammar. The majority of changes to the existing By-Laws were to be consistent with OMG By-Laws, specifically terms of office. Following brief discussion, Sam moved and Laura O. seconded a motion to adopt the By-Laws as revised. Motion carried by voice vote.
12. Mini-College Update - Jean:
• We need one more item for the Silent Auction - $25 in value.
• Jean asked members to look at the Chapter Display – in progress – before leaving and offer additional ideas and recommendations.
13. Job Description Update – Deb Bowman: Deb Bowman is asking for officers and others to assist in updating TCMGA Job Descriptions. An e-mail was sent out earlier in the week. Anyone wishing to participate in the project to contact Deb Bowman.
14. Communications Committee – Cammy: There were no additional comments or suggestions regarding the establishment of a Communications Committee received following discussion at the May business meeting or publication in The Thymes. Following a brief discussion, Jean declared the Communications Committee ‘official’ with responsibilities as described in the document published in The Thymes. Cammy will serve as the chairperson. She will be in contact with those who volunteered for the committee and the Class Representatives. In the future, please send messages you wish to be sent to the TCMGA membership to Cammy for distribution instead of Pat Penney. Information that is to be sent to the ‘Friends of Master Gardener’ list should also be sent to Cammy for distribution. Committee chairs (Garden Tour, Tea, etc.) will be responsible for sending out the postal mailings to those on the ‘Friends’ list without email.
15. Mildred Davy Rose Garden Clean-up – Linda Stephenson: Barb Casteel, Robin Weber, Marty Derrick and Linda did a light pruning of the roses at the radio station. They provided educational information to station staff about fertilizing and pruning. The team will be back to do fertilizing in the fall and again in the spring to do the major pruning for the year. Aside from these sessions to get the garden into shape, station staff will be responsible for future care and maintenance.
16. Prior approval for payments: Jean reminded all that committee chairs must approve requests for payment/reimbursement of expenses incurred by members.
New Business
17. 2012 Garden Tour/Plant Sale: Rick and Janet Anderson have offered to manage our 2012 Plant Sale, separate from the Garden Tour and earlier in the year. Following discussion, Laura O. moved and Jan Bell seconded a motion that they submit a proposal describing the scope of the sale and how the project would be managed. Motion carried via voice vote.
18. Garden Tour Ticket Sales: Extension office staff will not be selling Garden Tour tickets at the counter. Tickets may be sold at the Extension Office on those days the Master Gardener office is staffed, however an additional person, other than the two MG’s assigned to work that day, must be available to handle any sales. Following discussion, it was agreed we would provide volunteers as available to sell tickets at the Extension office during the second and third weeks of July. Those who can volunteer, contact Volunteer Coordinator, Linda Stephenson. Jean will also talk with Joy about having a sign-up sheet available in the Extension Office to capture names and contact information for those who walk in wanting to purchase a passport. In addition, it was agreed that we will pay for our Tillamook Farmer’s Market space on July 2 and 16 and have Passports for sale at our booth. Sam will verify the cost of the booth. Phyllis Holmes will also ‘work the crowds’ at the Market on July 16.
19. Pruning at a City Facility: Jean has received a request from the City of Garibaldi to assist with pruning at City Hall. A project application has not been submitted. There is also a request for us to provide assistance at Lumberman’s Park in return for use of the Park for our Picnic on August 28. There is some confusion as to whether this is 2 different projects or one. Jean will clarify. This item was tabled until the July meeting.
20. TCMGA Picnic: The annual TCMGA Picnic will be at Lumberman’s Park, Garibaldi on Sunday, August 28, 2011. This will be a potluck lunch. More details to follow.
21. OMGA Mailing List – Jean: OMGA has requested our chapters’ list of members e-mail addresses. We have submitted the list to OMGA in prior years. Sam noted that this is now the primary means of communication by OMGA. The Gardeners’ Pen will only be circulated via email. Following discussion, Laura Owens moved and Sam seconded a motion to provide our chapter’s email addresses to OMGA. Motion carried via voice vote.
22. Donated Monies – Jean Scholtz: We currently have donated funds in the Jack Ripa Fund and money donated by Intel Corporation. Jean asked if we should maintain separate line item accounts for each source of donated funds or combine them all into a single line item. Discussion also occurred on setting guidelines as to how these donated funds could be used. Jean and Laura Owens will develop a proposal for review by the membership.

1. Call to Order: The meeting was held at Doug and Lynn Holman’s Home. The meeting was called to order by Jean Scholtz at 10:05 am. Six voting board members were present.
2. Announcements :

• Picnic August 28: Potluck; hot dogs and hamburgers will be available. Garibaldi Lions Park (view Lions' 100th anniversary flower beds). Start at 1:00 pm
3. Approval of Minutes: Minutes of the last meeting were approved with no corrections. Doug Holman moved and Laura Owens seconded a motion to accept the minutes of the June meeting. Motion carried via voice vote.
4. Treasurers Report: Jean Scholtz reported for Charlotte Phillips. Previous month's balance totaled $10,171.24. Current balance totals $10,243.87 Charlotte will provide a comprehensive report after the garden tour which will itemize plant sales and passport revenue. Laura Owens moved and Cris Roberts seconded a motion to approve the Treasurer’s Report. Report was approved. Louise Bogard asked about audit committee membership. A new committee will be appointed by the new president this fall.
5. Corresponding Secretary Report – Cris Roberts: : Cris Roberts reported she wrote notes to Intel thanking it for scholarship money received as a match to Laura Owens' volunteer hours (copy attached); to Gary Albright, who underwent heart surgery; and to Bernie and Mary Young
6. Agent Report – Joy Jones: No report.
7. OMGA Report:
• Daria LaMasney reported that a proposal was brought to OMGA to add Larry Byron to the executive committee as a voting member, giving the OMGA executive committee eleven votes, more than a third of the twenty-nine member OMGA. Multnomah County objected that the addition would make the executive committee top-heavy. The proposal did not pass but will probably be brought back for another vote. It appears the proposal is a means of rewarding Larry for computer work done. The TCMGA Board instructed its representative to oppose the addition given current information and suggested OMGA find another way to reward Larry.
• Extension Budget: The Legislature restored about two-thirds of the cuts originally proposed for the OSU Extension Service's budget. We don’t yet know what that means for local offices. As of July 1, Pat Penny's position has been reduced to half time (afternoons). Cammy Hickman has picked up responsibility for e-mailing information that Pat used to handle. Jean will meet with Joy to see what else we need to pick up from Pat.
8. Committee Reports:
• Cookbooks – Laura O.: Laura Owens gave a copy to Shana Peterson, will be taking copies to mini-college and will inventory number remaining.
• Tillamook Farmers Market – Linda Stephenson: Linda Stephenson reported it is going very well. Last market had 64 contacts, with 16 referrals to the office.
• North County: Manzanita Farmer's Market referred one plant question to the office, answered three on site. Next market clinic will be July 29.
• Garden Tour – Helen Gienger and Laura O.:
Publicity: Headlight Herald purchased space; can advertise for free on Ch 8; Laura needs contact for cable channel (will call city hall).
Over one hundred posters are currently out; Rick Anderson will post some in Lincoln City.
Jean is taking passports and posters for mini-college.
Letters were sent to garden owners about stepping stones and potluck; Helen will deliver stepping stones Thursday July 14.
Barbeque on July 22: E-mail has been sent to volunteers about potluck; Linda Stephenson has arranged introductions of garden owners.
Four vendors have signed up. Leighanne needs additional items for vendor baskets.
Laura is making a list of possible gardens for 2012. Several people suggested the Holmans'.
• Publicity – Laura O.: Laura Owens reported KTIL has committed to the first Monday of each month. She was on radio July 11 at 9:30 (Tillamook Today) and will be on again August 8, focusing on the fair and learning garden. Our 30-minute time slot will be shared with the Extension Office. Jean Peterson is working on getting on K109, too.
• Scholarships – No Report
• The Thymes –: Jean encouraged people to send articles to Larry. She will write about the garden tour for the August issue.
• Learning Garden – Gary Johnson: Gary Johnson reported that Andy Neal, fairgrounds manager, asked TCMGA to put in plantings on either side of the big entrance gate. We will need to develop a budget and run plans past Andy before doing any work. Doug Holman volunteered to help. The garden is in good shape, with minor maintenance to be done. Terri Stevens is developing an herb display in the children’s garden. Edna Holt has planted corn and is spreading bark dust Wednesday, July 13. The garden will be open for workers both Thursday and Friday; Linda Shiels is covering Thursday. Dan and Judy Grove have done a nice job with the shade garden.
• Bus Tours: No Report
• Volunteer Coordinator – Linda Stephenson: Linda Stephenson reported everyone is ready for the tour.
• Worm Bins and Cloches – Rick and Janet Anderson: Each farmers market has a worm bin for display. We don’t have a count of how many have been sold. Charlotte will have receipts; Pat may be selling them out of the office. Rick will build a cloche for any of the master gardeners, but can’t build one for anyone else. A cloche costs him $150 for materials and gas, since it must be built on site. Pamphlets on building cloches are popular. Rick built five raised beds and cloches for the Tillamook County food bank and will send an article about the project to the Thymes.
9. Project Reports
• Project with State Youth Correction Facility - Cris Roberts: Cris, Pam George, and Evelyn von Feldt are assisting the Facility's boys to construct and grow a garden. The boys have cleared a large garden space and are planting seed in the greenhouse. They are most interested in water melon and hot peppers. The Facility has money for supplies. The youth are excited and engaged, and adults continue to drop in to observe. It would be a good Search for Excellence project.
• Lumberman’s Park - Jean Scholtz, Laura Owens, and Terri Southwick: Garibaldi Lions Club asked TCMGA's help in redesigning its garden in preparation for the club's 100th year anniversary on October 1 and 2. Terri Southwick is taking the lead. They want low maintenance, native plants and a railroad park theme. The Lions Club president is an entomologist and is interested in becoming a Master Gardener. The Board voted to accept this as an official project. Laura Owens moved; Daria LaMasney seconded.
Old Business
10. Update on job descriptions - Jean Scholtz: Deb Bowman, Laura and Jean met to review board position job descriptions and will distribute revisions in August. TCMGA members will be asked to read and provide suggestions or changes. When final, these will be accepted by the Board, rather than voted on.
11. Scholarship Funds - Jean and Laura: Intel matches retirees' volunteer hours with funds donated to the volunteer's cause. Laura Owens's volunteer work in 2010 raised $1780 for TCMGA. This will be an ongoing revenue stream. Laura suggested TCMGA use the Intel money for the scholarship fund rather than the general fund. Laura and Jean recommend investing part of the Intel money in an interest-bearing instrument to make the fund more sustainable. Jean will research investments with the help of the OMGA treasurer.
New Business
12. 2012 Plant Sale – Rick and Janet Anderson: The recommendation is to separate the plant sale from the garden tour next year. Rick has secured the fairgrounds horse barn for May 24, 25, 26. Set-up will be the 24th and 25th; the sale will take place the 26th, in conjunction with the quilt show. He recommends requiring students in the 2012 class to commit to donating ten plants each and work a set number of hours on the sale. Joy will need to approve, but Lincoln County currently has the requirement. Suggestions include getting plant donations from big nurseries, raffling cloches, having a plant clinic, etc. Biggest need is to encourage TCMGA members to begin preparing plants in fall of 2011. A 2012 budget item for food for workers and for publicity needs to be included. Rick and Janet will develop a detailed procedures notebook for future plant sales. Jean will distribute the proposal by e-mail and asks for suggestions and volunteers. The idea was adopted by consensus.
13. T-shirts – Jean Scholtz: Jean will work with Andrea to determine the costs for ordering more insect t-shirts and present to the board for approval.

• Lincoln County Master Gardeners are conducting a Master Composter Class beginning Thursday, October 13. This is 6 sessions running through November 17. For more information and registration call Kathy and 541-574-6534. Cost of the class is $60.00.
• Jean called for input from Committee chairs for the 2012 budget proposal.

• Andrea noted that Wednesday, September 21, 2011 is ‘International Day of Peace’ day. There will be a peace rally on the County Courthouse lawn from 12:15pm the 12:45 pm.

3. Approval of Minutes: Minutes of the July meeting were approved. Cammy erroneously reported there were no corrections, however there were corrections as follows:
• Item 12 – 2012 Plant Sale: Rick secured the Livestock Barn, not the Horse Barn for the 2012 Spring Plant Sale...
• Item 8 – Worm Bins & Cloches: Rick's cloches were built for the Lincoln City Food Share garden, not Tillamook.
• Committee Reports – Tillamook Farmers Market: The numbers in the minutes reflect a total as of that date since the beginning of the market; not just one day's contacts.
• Item 7 – OMGA Report: Larry Byron’s name is misspelled. It should be Larry Byrum.
Laura O. moved and Sam and seconded a motion to accept the minutes of the July meeting (w/o having included the corrections). Motion carried via voice vote.
4. Treasurers Report: Jean reported Charlotte will be back after September 16, 2011. Copies of the Reconciliation Detail and Summary were distributed. We have transitioned our financial records to new software and will be able to provide more detailed accounting information. Our current balance as of August 31, 2011 is $12,536.90. Sam moved and Laura O. seconded a motion to approve the Treasurer’s Report. Motion carried via voice vote. Sam recommended that reports be available that compare current expenditures/receipts with our annual budget.
Jean noted that we sold 167 Garden Tour Passports – an all time high for this event! As yet, there is not a final accounting of proceeds from the Plant Sale but they will be available next month. Jean reminded all committee chairs to sign authorization forms for reimbursements for expenditures. There are some reimbursements still pending which need authorization forms. Charlotte will make a list of those and contact the appropriate committee chair.
5. Corresponding Secretary Report – Cris Roberts: A sympathy card was sent to Marty Derrick whose mother passed. Jean received a thank you from the Food Bank for donations from the Learning Garden.
6. Agent Report – Joy Jones: 2012 Master Gardener classes are being organized and she asked that any class topic recommendations be sent to her. The schedule will be similar to last year. Rick Anderson suggested a class on Propagation. Carolyn suggested a Field Trip to Janet Stahl’s garden which demonstrates a good example of a ‘year round garden’. TCMGA will still have time each morning to speak to apprentices about the organization.
The Extension office will not be offering Autumn Classes. If TCMGA wishes to hold classes anytime during the fall/winter, there may be some funding available from the Extension office for instructor travel expenses.
7. OMGA Report: Sam did not have a report. Rick Anderson noted the quarterly meeting will be in Grants Pass on October 1, however no information is available as to the meeting location.

• Cookbooks – Laura O.: There are 34 1st edition books and 31 2nd edition books remaining in inventory. Suggestions were made for potential display and/or donation sites: YMCA Auction- contact Don Schmidt, Extension Office (Suzy Johnson) Children’s Cooking Class, Swiss Hall’s Farmers Market and Food Roots – October 23, 2011, Food Bank’s new location Open House – October 1,2011, Aldercreek Farms Harvest Festival, 2012 Pat Sears Tea.
• Tillamook Farmers Market – Linda Stephenson: The market has been going great this year. Our last presence will be on this Saturday, September 17, 2011.
• North County Plant Clinics – Cammy Hickman: Our last presence will be Friday, September 23, 2011. Requests for volunteers will be sent out this week. TCMGA has received notice of the Aldercreek Harvest Fest 2011. Following discussion it was agreed we would submit our application.
• Garden Tour – Helen Gienger and Laura O.: Five gardens (including the Learning Garden) have already been selected for the 2012 tour. We would like to have 2 more gardens. An article is being prepared for The Thymes with an emphasis on seeking TCMGA member’s gardens. An announcement for Gardens will be also sent out to our “Friends” list.
• Publicity – Laura O.: Press releases for the Bus Tour and Gardeners’ Tea have been distributed to all free media entities in the area. Laura broadcast on KTIL ‘Tillamook Today’ program on September 12 with Jeff Sherman, Director of OSU’s Open Campus program. She is also scheduled for this program the 2nd Monday of each month. Joy noted that Jeff Sherman will be a key contact person for scholarship candidates. Laura noted that additional assistance is needed for the Publicity program. Anyone interested to should contact her.

• The Thymes – Larry Goss: Thanks to those who have submitted articles; special thanks to Rick and Janet Anderson and Jean Scholtz for her consistent participation and input.
• Learning Garden – Gary Johnson:
Attendance at the Learning Garden during the Fair was up significantly; 1250 attended in 2010 and 1619 attended this year. A lot of visitors used the picnic area. Perhaps we should consider adding a second table.
Activity at the garden is winding down for the year. Bob Allen harvested 17# of potatoes from the ‘Castle’.
East Elementary School is putting up a Hoop House. They will be submitting a Project Sheet. Joy reminded everyone about the need for a criminal background check if working with children more than two times.
Jean hosted a group from Lincoln City Master Gardeners at the Learning Garden in August. They were very complimentary of the garden.
• Bus Tours – Andrea Goss: The Oregon Garden Tour is Tuesday, September 20, 2011. Stops will be made also at Al’s Garden Center and a special tour of Silverton Market. Bus leaves Fred Meyer parking lot at 8:00 am and returns at 6:00pm. Fee of $28 includes admission to the Garden. People may brown bag or purchase lunch at the Garden. Payment and registration may be completed at the Extension office. Checks should be made payable to TCMGA.
• Volunteer Coordinator – Linda Stephenson: A new chairperson for this committee needs to be selected.
• Worm Bins and Cloches – Rick and Janet Anderson: Rick made a presentation of the worm bins construction and use at the Tillamook Farmers Market. Will also do an article for The Thymes.
• 2012 Plant Sale – Rick and Janet Anderson: Information and volunteer sign up will be coming from them. They are investigating green house storage and seeking raffle items. A good supply of pots is now available at the Learning Garden.
• Gardeners’ Tea – Andrea Goss: The Gardeners Tea will be November 12, 2011 at the Church of the Nazarene from 1:00pm to 3:00pm. Food samples are available following the meeting. Please vote on the recipes. Members are asked submit recipes to Andrea. Sweets may be made at an individual’s home, however savories must be made in certified kitchens. We will need 150 175 portions of each recipe. Guests will be served this year instead of having buffet style serving. Raffle items are needed. Tickets for full tables (8, 4, or 2 seats) will be available for pre-sale in advance of the Tea. Details are still being worked on. A volunteer sign-up sheet for the tea will be available at the October meeting.
• Awards Banquet – Pat Hull: The banquet will be at the Bay City Art Space on Thursday, December 8, 2011. Once all Master Gardener hours have been received the nomination committee will submit nominations for Master Gardener of the Year, Early Bloomer, and Learning Garden Volunteer of the Year. New officers will be installed and awards announced at the banquet. Nominations are also being sought for Community Volunteer Award. Gary suggested that we invite the 2011 Garden Tour owners to the banquet and pay for their meals.
9. Project Reports
• State Youth Correction Facility - Cris Roberts: The project is going well with good participation from the incarcerated men under supervision of herself, Pam George and Evelyn Von Feldt. Produce is growing in the garden now and they have harvested some squash.
• Lumberman’s Park - Jean Scholtz: This project has come to a standstill as the Lions’ Club cannot find people to work. The Garibaldi City Hall pruning project is going to be put off until February and used as a site for the apprentices to practice their pruning skills.

10. Update on job descriptions - Jean Scholtz: Laura O., Jean and Deb Bowman have complete the revision and updating of our TCMGA Job Descriptions. These will be discussed in detail at the Officers Training in December. They are now accessible on our TCMGA members’ page (http://extension.oregonstate.edu/tillamook/mg/tcmga) and at the Extension Office.
11. Scholarship Funds - Jean and Laura: Jean is looking into finding an investment vehicle where a portion of the Intel funds can be placed to earn interest and become a self-perpetuating source for our scholarships.

14. Food Corp Presentation - Emily Ritchie: Emily Ritchie gave a short presentation on Food Corp. This is a pilot program in 50 locations across the United States and is funded by grant money. One third of the population is obese and 1/3 is overweight. The three pillars of the program are Knowledge, Engagement and Access. She is asking TCMGA for volunteers to work with her to bring this information to students in the local area schools. A recommendation was made to provide Emily with a Master Gardener Class scholarship. This was tabled.
15. Jack Ripa Fund – Evelyn VonFeldt : Evelyn sought approval for use of money from the Jack Ripa fund to support the Corrections Facility Project, specifically fertilizer, pesticides, and a small sprayer. Funding from the facility is currently not available. There is currently $325 in the fund. Following discussion, Laura Owens moved that we approve up to $200 for the project. The motion was seconded by Louise Bogard. Motion carried via voice vote.
16. Laptop Computer – Jean: The hard drive on the laptop in the Master Gardner office has crashed and will cost approximately $500 to repair. Following discussion, it was determined to hold off repair at this time.
17. Autumn Classes: As the Extension office will not be hosting Autumn classes the question arises, does TCMGA want to sponsor classes for the community. An email will be sent out to the membership seeking their input.
18. KTIL Rose Theft: As noted earlier in the meeting, rose bushes at the KTIL radio station have been stolen. Following discussion, it was decided that Gary Johnson, Linda Stephenson and Deb Lincoln would contact KTIL and offer our assistance in whatever they wished to do about replacing the bushes. In anticipation of some expenses with this effort, Laura Owens moved to authorize them (Gary, Linda, Deb) to spend up to $100 dollars. Cammy seconded the motion. Motion carried via voice vote.

1. Call to Order: The meeting was called to order by Laura Owens, Vice President at 10:00 am. This is a Board meeting and only Board members may vote.
2. Announcements :
• Members should get their service hours report into Joy no later than October 15, 2011.
• Members were asked to think about candidates for Master Gardener of the Year, Early Bloomer, Learning Garden and Community awards.
3. Approval of Minutes: Minutes of the September meeting were approved. There were no additions or corrections. Janet Anderson moved and Ken O’Neill seconded a motion to accept the minutes of the September meeting. Motion carried via voice vote.
4. Treasurers Report: Our balance as of October 11, 2011 is $12,158.95. The report indicates income from the Garden Tour in the amount of $2,680.00 and the Plant Sale in the amount of $1,393.05. Sam moved and Ken O’Neill seconded a motion to approve the Treasurer’s Report. Motion carried via voice vote.
5. Corresponding Secretary Report – Cris Roberts: Get Well cards have been sent to Ann Knipe and Linda Loffelmacher. A sympathy card was sent to Terry Kandle. A memorial fund has been established at US Bank to help with expenses in bringing Londa home.

7. OMGA Report:
• Daria report that the OMGA Chapter meeting will be in Albany, November 5, 2011. There will be a board member training seminar on the 4th of November. Same reported this seminar is modeled after our Officer Training program.
• An email from David Rugg regarding OMGA positions will be forwarded to the TCMGA membership.
• The International Master Gardener Conference is October 11-14 in Charleston, West Virginia.
• A few Statistics from the 2010 OMGA Reporting Year (November 2009 - October 2010).
In Oregon, there were 4,674 Active Master Gardener Volunteers. Of these, 3,669 were veterans of the Master Gardener Program
A total of 1,005 individuals joined the Master Gardener Program, as trainees/apprentices
Together, veteran Master Gardeners and trainees volunteered a total of 213,235 hours, in support of OSU Extension Master Gardener Program. Master Gardeners had over 161,000 public contacts, via Plant Clinics, public gardening classes, demonstration days and other activities. The monetary value of this service is nearly $4.0 million dollars, and translates into an additional 102 FTE to OSU and OSU Extension.
Master Gardeners donated over 77,000 documented pounds of fresh produce, harvested from Master Gardener-managed community and demonstration gardens, to local food banks and food pantries
8. Committee Reports:
• Cookbooks – Laura O.: We will be selling cookbooks at the Gardeners Tea and will continue to donate them to charitable organizations as fund raisers.
• Tillamook Farmers Market – Linda Stephenson: “TCMGA has completed another successful year at the Tillamook Farmers Market. We had 21 volunteers who made a total of 187 contacts, only 31 of which resulted in contact sheets turned in for further research. Besides those turned in to the office, we answered 90 plant questions, 11 insect questions, 6 on weeds and 49 others. The "others" included questions on deer resistant plants, cloches, worm bins, pruning, slugs, soil, compost, coastal gardening and hydroponics.
The above information is just numbers but aside from all of that, we spoke with many, many more people who love plants, too, or just wanted to talk about gardening. Several people also expressed interest in taking the MG classes. The presence of TCMGA volunteers at the market is a very successful, fun and worthwhile way to complete service hours. If you haven't done this yet, think about volunteering next year. Try it, you will like it!

• North County Plant Clinics – Cammy Hickman: Our last presence for the year was at the Aldercreek Farm Harvest Festival. The weather was great and there were a lot of contacts made at the TCMGA booth. Although we did not have any sales from the event, Cammy suggested that a donation be sent to Aldercreek Farm as a gesture of good will. Following discussion Cris Roberts moved and Daria seconded a motion to send $25.00 to them. Motion carried via voice vote.
• Garden Tour – Helen Gienger and Laura O.: Laura reported we now have 6 gardens (including the Learning Garden) for the 2012 tour.
• Publicity – Laura O.: Publicity has been focused on the Gardeners Tea. Scheduling problems arose again for the “Tillamook Today” show on KTIL. Laura will no longer be doing those broadcasts. Jean will be taking over publicity and will be meeting with KTIL staff next month.
• Scholarships – Jean Peterson: Laura read Jean’s report as follows: “I won’t be there for the chapter meeting, but here is the status of the Scholarship Committee. I’m in the process of checking with the previous year’s committee members and contacting the three new 2011 class members who indicated interest. I haven’t heard from everyone yet, but six people have indicated they would like to serve on the committee. We will have our first meeting sometime in December. Laura Owens, co-chair, Andrea Goss, Carolyn Carr, Jean Peterson, Pamela George, Deborah Lincoln”

• Learning Garden – Gary Johnson:
The Garden Shed’s east window has been broken. The damage was reported to the Fair Board, however it is not clear what caused the break. There does not appear to be anything missing from the shed. Gary & Ken will work together on replacing the window.
Thursdays are harvest days and they are getting a lot of tomatoes.
The Learning Garden budget will be submitted to Jean by October 20, 2011. The total budget is approximately $800 with the largest expense being for bark dust at $200.
General End of Year maintenance is being done.
Deb Bowman suggested a ‘Garage Sale’ of unused items in the Garden shed with proceeds used by the Learning Garden.
• Bus Tours – Andrea Goss: The Oregon Garden Tour held on Tuesday, September 20, 2011 was a fun trip, although there were only 14 people who went. The tour lost approximately $220.00. It was observed that tours are not meant as fund raisers for the organization.
Ken suggested holding a fund raiser to support the tours. Janet noted that if the tours constitute and “educational event’, then master gardeners would be covered by OSU’s liability insurance.
Linda Stephenson suggested we consider a tour to the Yard Garden & Patio Show next spring.
• Volunteer Coordinator – Linda Stephenson: We are still looking for a new chairperson for this committee. Andrea will be coordinating volunteers for the Gardeners’ Tea.
• Worm Bins and Cloches – Janet Anderson: Janet reported that Rick will make a 4’ x 8’ cloche for the plant sale.
• 2012 Plant Sale – Janet Anderson: The next meeting for the committee will be at 12:30pm today. They are working on obtaining soil for potting plants. They will be contacting Nichols for vegetable seeds and Janet would like information on what kind of seeds to get. They are working on signage and will also need wagons for the sale. If you have one you would be willing to offer for the day, please contact Janet.
• Gardeners’ Tea – Andrea Goss: The Gardeners Tea menu has been selected and signup sheets are attached to these minutes. Help will be needed to prepare the savories in certified kitchens prior to the day of the Tea. If you have a food handler’s card, please let Andrea know. Flyers for the event were distributed to members attending the meeting. Please advise Andrea where they have been posted. Please contact Andrea Goss if you wish to help prepare for the tea
• Awards Banquet – Pat Hull: Draft of the invitation was distributed for comment. Invitations will go out in the next few weeks.
9. Project Reports
• State Youth Correction Facility - Cris Roberts: The project encountered a rough patch this past week, with a change of personnel at the correctional institution which effected inmate participation in the project. Vegetables have been harvested from the garden and are being used by the kitchen for their meals.
• KTIL Rose bush replacement – Linda Stephenson: KTIL was thrilled with our offer to help replace rose bushes stolen last month. Linda and Gary have cleaned up the rose bed and have ordered 4 new rose bushes. They will be planted upon arrival.

10. Invitation of 2011 Garden Tour Owners to Awards Banquet: Laura O.: Discussion was held on the suggestion made at the September meeting to invite the 2011 Garden Tour owners to the banquet and pay for their meals. We have 6 fewer apprentices this year than last and a potential of 12 Garden Tour owners attending. Anticipated additional expense over last year would be $252.00. Following discussion, Sam moved and Cammy seconded a motion to invite and pay for the Garden Tour home owners’ meals. Motion carried via voice vote.
11. T-shirts/Apron Order – Jean: We will order aprons to have available for the new class.

13. Question to Consider refreshing former TCMGA policies – Deb Bowman: In reviewing minutes from meetings back to 2003 in conjunction with her project to revise our by-laws, Deb observed examples of motions dealing with policies that were never codified in an appropriate document. They were simply recorded in the minutes and often forgotten about.
There are two important events worth noting here. 1. The Money Handling Policy which was approved by vote on November 3, 2009 is a known document which is currently being utilized. 2. The job description for Recording Secretary which was revised by committee August, 2011 now includes, "Keeps policy documents up to date with Past President." In consideration of these two events Deb moved that "all motions carried by board vote prior to November 3, 2009 be considered void." Deb's reasoning is that now there is a board member responsible for keeping policy documents up to date. The currently used Money Handling Policy is preserved. Also, policies within the backlog of minutes which would be work intensive to find could be voided and the board would keep track of policies forward of this meeting date, should this motion pass by board vote. Following discussion, it was agreed that a committee would be established to review meeting minutes and identify all policy decisions which have been omitted from relevant documents, i.e. job descriptions, committee procedures and a "Policies" file. A committee consisting of Deb Bowman, Cammy Hickman and Laura Owens was designated. Deb withdrew the motion.
14. Master Gardener Office Replacement: Linda Stephenson informed us that Margaret Tweelinckx cannot work in the office this Thursday. Charlotte Phillips volunteered to take her shift.

• The new Master Gardener Class schedule is completed and available. Class fees will be $100 for each student; $300 without doing payback hours. If someone wishes to take a single class, the fee will be $30 for each individual class.
• The office is getting ready for Officer Training Day on December 13. Officers, incoming and outgoing, will meet from 9:00 am to 11:00pm. Committee chairs will meet from 11:00am to noon. There will be a potluck lunch at noon. The remainder of the afternoon will be devoted to discussions on policies, procedures, and TCMGA priorities for 2012.
• Staffing Changes: With Pat going to part time status, more of the TCMGA responsibilities will be transferred back to the organization. Pat will continue to manage the calendar. She will have that ready for the new officer notebooks. TCMGA officers will need to ensure the contents of the notebooks; Policies , Procedures, By-Laws, Position Descriptions and Committee Lists, are up to date and sent to Pat by December 6, 2011.
7. OMGA Report – Sam Sadtler:
• Quarterly Meeting held November 5 in Albany.
• The website is up and running
• Leadership day was a success
• Mini-College
There were 310 participants. 33% of the attendees were 1st timers.
Profits from mini-college were $5700 with $4700 coming from the silent auction.
2012 mini-college will be held at Willamette University.
2013 International mini-college will be a cruise from Seattle to Alaska
• Financial discussions included the Budget, endowment fund and support of political activity.
OMGA will not produce the “Grow Your Own” document due to a disagreement over format with the university.
OMGA has contributed $5000 to the long term fund and $3100 to the short term fund.
OMGA (and TCMGA/Master Gardeners) cannot be support political activities in the name of the organization.
• 2012 Officers: Jean Scholtz will serve as 3rd Vice President and Janet Anderson will serve as Secretary.
• Move towards strategic planning. Developing a 100 member consortium. OMGA is asking for 5 volunteers from each chapter.
• OMGA has changed the name of the newsletter from “The Gardeners Pen” to “Northwest Newsletter” and a move to move away from a print document to online. Cammy will provide Janet with a list of TCMGA members who do not have email addresses and ensure that the publication gets mailed to them.
• A CD has been produced about the history of OMGA. Cammy has a copy for those who wish to view it.
• OMGA’s Search for Excellence program is a top priority.

• Cookbooks – Laura O.: One cookbook was donated to the “Tillamook Traditions” event at the Swiss Hall and two books were donated to the Rockaway Beach Oktoberfest Raffle.
• Tillamook Farmers Market – Linda Stephenson: No report.
• North County Plant Clinics – Daria: All plant clinics and activities are completed for the year.
• Garden Tour – Helen Gienger and Laura O.: All 6 gardens have been solidified and the owners notified.
• Publicity – Laura O: Publicity efforts have focused on the Gardeners Tea. Publicity Procedures have been completed. Cammy will add the “Friends of Master Gardeners” form to the recipe book.
• Scholarships – Jean Peterson: A scholarship committee meeting will be scheduled for December.
• The Thymes – Larry Goss: Larry requested authorization to purchase postage stamps. Cammy moved and Sam seconded a motion to authorize $264 for purchase of forever stamps. Motion carried via voice vote.
• Learning Garden – Gary Johnson:
The water has been turned off to the garden.
A budget proposal for $800 has been submitted. (See New Business Budget discussion).
Gary would like to donate excess flower seeds to KTIL to plant in the planter boxes outside the station.
Evelyn noted that harvesting for the Food Bank was completed.
Deb Bowman has received a request from the 4-H club for a garden bed next year.

• 2012 Plant Sale – Janet Anderson: The Plant sale meeting will be held immediately after the TCMGA meeting today. We have received numerous donations already:

• Gardeners’ Tea – Andrea Goss: The Gardeners Tea is in full swing. Dee Harguth will be in charge of the Tea in Andrea’s absence. We still need volunteers for Saturday. Food will be prepared Thursday, Friday & Saturday.
• Awards Banquet – Pat Hull: Invitations have gone out. Reservations must be made by November 18, 2011. The next meeting will be November 29 from 10:00 – 12:00 noon at the Extension Office. Ken will be preparing a slide show.
9. Project Reports
• State Youth Correction Facility - Cris Roberts: Cris thanked Evelyn and Pam for their efforts and participation in this project. The compost area has been cleared. Work continues on installing a sink in the greenhouse. The men are focusing on insects and propagation. A frost hit hard last week and all the vegetables are DONE! Evelyn submitted receipts for purchase for approximately $60.00.
• KTIL Rose bush replacement – Jean Scholtz: Jean read Linda’s report as follows:
o We were able to purchase a Veteran’s Honor rose to replace the one stolen from Mildred’s garden at KTIL. Other roses were ordered from Jackson & Perkins to replace the other three although they were not the varieties that had been there. KTIL people were okay with this. But a recent email from J & P said the roses were not ready for shipment and would arrive next spring. I decided that since we needed to postpone getting the roses, we may as well try to get the varieties that had been there so I cancelled the present order. So as of now only one has been planted. Marty and Gary did minor trimming on the remaining roses for winter prep. This project will continue in the spring with the final step of planting the last three roses and doing major pruning and fertilizing, etc. Linda Stephenson

10. T-shirts/Apron Order – Andrea: We have 3 aprons left in inventory. (All 3 were spoken for and sold during the meeting). A decision whether to order more now was tabled. Andrea had prices for T-shirts. Purchase decisions were tabled until the January meeting.

11. Worm Bin Donation: Evelyn asked if a worm bin could be donated to the Food Corp program at East Elementary School. Laura O. moved and Ken seconded a motion to donate a worm bin. Motion carried via voice vote.
12. 2012 Budget: Jean and Charlotte reviewed the 2012 Proposed Budget. Following discussion, Laura O. moved and Cris Roberts seconded a motion to adopt the Proposed Budget as discussed. Motion carried via voice vote. The budget reflects income of $16,055; expenses of $14,150 and a positive balance of $1,905. A copy of the approved budget accompanies these minutes.

1. Call to Order: Jean called the meeting to order at 12:50pm. This is a Board meeting and only board members may vote. This meeting followed the New Officers Training program and Committee Chair program held from 9:00 am to 12:00pm and a potluck lunch.
2. Announcements: We will be hosting the OMGA Board meeting on Saturday, October 6, 2012.
3. 2012 Awards Banquet: As the Art Space is closing in April, 2012, Jean recommended that we identify another location for the 2012 banquet. She will be at the Tillamook Elks Lodge and will speak to them about securing a date in December. Cammy volunteered to chair the Awards Banquet Committee and follow-up with the Elks Lodge.
4. Mini-College Committee: Jean recommended creating a committee to prepare for mini-college. She will chair the committee. Charlotte and Rick have volunteered as committee members. Some of the tasks for the committee will be obtaining and organizing silent auction and door prize items and planning and coordinating set up of our chapter display. A theme has not yet been decided. OMGA is taking suggestions.
5. Inventory of Farmers Market Supplies: Jean has asked that members inventory any Farmers Market or Plant Clinic supplies, materials, and/or equipment they may be storing at their homes or elsewhere and email her with a list of those items by December 31, 2011. This led to further discussion about storage space. Rick has a vendor who wants to donate tables to the organization, but where could they be stored if the donation is accepted? Deb Bowman noted there is could be space available in our storage room at the Fair Grounds provided we could find a use for lumber and wood products currently stored there. Deb Bowman and Gary will look into donating the material to Habitat for Humanity or other alternatives for disposition if it is no longer needed.
6. Home and Garden Show: Debbie Lincoln will check into having a TCMGA booth at the Home and Garden Show on March 31, 2011. If we do, she will take the lead on planning and arrangements.
7. Reimbursement For different Positions: Jean led a discussion on reimbursement for expenses incurred by some of the committee positions; i.e. hospitality and corresponding secretary. We should not expect these people to spend their own money on supplies, cards, etc. as this may prevent some members from taking the position. Upon Board approval, expenses incurred for these items will be reimbursed.
8. Review of TCMGA Policies: The following policies were reviewed and action taken.

- Money Handling Policy: The word ‘Procedures’ was replaced by ‘Policies’ in titles of sections 2 and 3. Task 4 was added to the Section on Policies for dealing with money at Fund Raising Events…. “Any Committee Chair who has allocated funds in the TCMGA Budget must develop and administer a budget for their area of responsibility. The Committee Chair is responsible for approving expenditures by committee members.” Cross reference to the Committee Chair Procedures was added. “All requests for non-budgeted expenditures must be approved by the Board” was also added to the policy. Laura Owens moved and Daria seconded a motion to approve the Money Handling Policy as edited. Motion carried via voice vote.
- TCMGA Travel Reimbursement Policy: Revision discussion centered on which authority we would use for determining rates of reimbursement for travel. It was determined we would follow OSU’s travel reimbursement rates in effect at the time of travel. Laura Owens moved and Charlotte seconded a motion to approve the Travel Reimbursement Policy as edited. Motion carried via voice vote.
- Mini-College Scholarship Policy: Due to the variation in registration costs and location of mini-college and for budgeting purposes, it was determined we would award a specific dollar amount for the scholarship recipient. The board approved awarding up to $250 to be used toward the cost of registration, room and board. Language was also added that the recipient must provide receipts for reimbursement. It was also clarified that any funds allocated for a scholarship which is not used within the two-year period would revert to TCMGA’s general fund. Laura Owens moved and Charlotte seconded a motion to approve the Mini-College Scholarship Policy as edited. Motion carried via voice vote.
- Master Gardener Class Scholarship Policy: Joy made comments regarding definitive support for this scholarship and suggested if we truly want to support the Master Gardener Classes we may want to consider deleting the language “If in any year TCMGA has included funds in its budget….” Revisions to this policy will be added to the January meeting agenda.
- Need Based Scholarship: The board felt it important to have a policy which stated that any additional need based scholarships would be granted upon approval of the Board. Following further discussion it was felt that we should consolidate our various scholarship policies into a single policy document. Debbie Lincoln will take on this task and report at the January meeting.

1. Call to Order: Laura called the meeting to order at 10:00 a.m. This is a Chapter meeting, so everyone is able to vote.
2. Announcements:
• Dues are due immediately and should be mailed to the post office box. Contact forms should be filled out even if the information hasn't changed.
• Master Gardener classes began with orientation on January 10.
3. Approval of December Minutes: Sam Sadtler moved, Deb Bowman seconded acceptance of the minutes with correction of the date from November 8, 2011 to December 13, 2011. Passed.
4. Treasurer's Report: As of January 11, we have a total of $13,551.67 in both the savings and checking accounts. Jean Scholtz asked that a copy of the budget be distributed to the new Board. Charlotte will distribute it at next month's meeting. Sam Sadtler moved, Deb Bowman seconded acceptance of the report. Passed.
5. Corresponding Secretary Report – Cris Roberts: Laura read a thank-you note from Jim and Marlene Cooper. Cris sent condolence cards to Ed Proscetti and to Marian Burney's family.
6. Agent Report – Joy Jones: Twenty-one students, including eleven walk-ins, attended orientation on Tuesday, January 10. Many of the walk-ins were a result of calls made by mentors to people who expressed interest over the past year. First class is January 17 on botany and plant identification with Linda McMahon. Jean Scholtz mentioned that a number of people were interested in taking a single class. Joy is charging $30 per day and prefers that single-day students sign up by the previous Friday but will accommodate walk-ins on the day of the class. This is an experiment this year; we don't want to encourage people not to take the entire course.
The office received a call from someone who had been considered by the tour committee two years in a row. He was offended by the letter saying his garden wasn't selected. The implication was that his garden wasn't good enough though he hadn't applied to be a tour garden. We will change the process so that gardeners who are not selected will receive a phone call instead of an impersonal letter and a free pass to the garden tour.
The Extension Service has changed its administrative structure. Jeff Sherman, Open Campus staff person connected with the community college, is now staff chair, replacing Troy Downing who is working exclusively with dairy programs. Sam Angina, out of Lincoln County, is regional director. Pat Penney continues at half-time and the Association will continue to pick up some responsibilities. Cammy's role in communication helps, but we need to copy Pat, Sheri and Lisa with information on committee meetings, schedule changes, etc., since they get questions.
7. OMGA Report – Rick Anderson: The quarterly meeting is March 5 in Roseburg at the Extension Office. Members are encouraged to attend. OMGA is still looking for a newsletter editor for The Northwest Newsletter. The newsletter will be delayed until an editor is found. Jean Scholtz attended an executive board meeting last Saturday to discuss web issues. The OMGA webmaster will issue a guide on how to design a website and how to connect with OMGA's and Extension's websites.
8. Committee Reports
• Cookbooks – Laura Owens: As of January 12 we have 29 old books, 28 new books. Joanne Benningfield will no longer be contacting retailers. Charlotte will work with Laura to pick up that responsibility
• Farmers Market – Marty Derrick: The market's new manager is Janelle Wintergreen, who is the wife of the city manager. The first market is June 16; last market September 29. Sam is stepping down from the market's board; there are several new members.
• Manzanita Farmer's Market – Laura Owens for Cammy Hickman: Dates are June 29, July 27, August 24 and September 21. Cost is $20 per market; the committee will request an $80 check in March.
• North Coast Plant Clinics – Laura Owens for Cammy Hickman: No activity or report. Jan Bell says the plant clinic is always on Mother's Day weekend.
• Garden Tour 2012 – Laura Owens: Tour will be July 21, along with a garden art sale held at the Pioneer Museum and coordinated by Jean Scholtz. Six gardens, including the Learning Garden, have been selected.
• Publicity – Jean Scholtz: Will be getting information on scholarships out next week. Working on plant sale PR and on inviting vendors. Vendors for the plant sale will also be invited to set up at the Garden Tour art sale. Nothing has yet gone out on Community Pruning Day, which is March 3. Jean has developed a schedule for radio broadcasts, which are shared with the Extension Service. She will be on KTIL on February 13. She will mention the Home & Garden Show on that broadcast. The Oregonian's Home & Garden Section listed Washington County's scholarship and may be willing to list ours.
• Scholarship – Jean Peterson: The committee met last week and revised the application which has been uploaded to the website. The flyer was modified and is ready to post. Packets are being hand-delivered to high school guidance counselors. Jean Scholtz is developing a press release. Letters will go out to colleges next week. The committee will meet in March to revise the evaluation criteria. Applications are due on April 2. We have a $3000 budget; the committee will decide how many scholarships at what amounts after seeing the applicants. The special memorial funds (donated in memory of Sheila Shelley, Linda Loffelmacher, etc.) will go into a combined Memorial Fund and will be added to a particular scholarship. Jean Scholtz suggests putting a notice in the Thymes to encourage members to donate to the Memorial Fund. The Board will develop next year's budget with a specific Memorial Fund amount so the Scholarship Committee knows exactly how much it has.
• The Thymes – Laura Owens for Larry Goss: No report. Due date is January 25.
• Learning Garden – Laura Owens for Gary Johnson: No report. Rick will fix the cloche.
• Bus Tour – Laura Owens for Andrea Goss: No report.
• Volunteers – Dee Harguth: Information on volunteer opportunities will be posted in class. Dee will work with committee heads to ensure they have the volunteers they need. Dee will call volunteers to remind them of commitments.
• Mentors – Laura Owens for Cammy Hickman: Mentors met January 5 to review the Mentor Handbook and the Apprentice Survival Guide and to confirm discussion topics for classes. Seventy-plus names of people who expressed interest in the class were distributed to mentors, who called them to encourage enrollment.
• Audit – Terry Southwick and Phyllis Holmes: Neither were in attendance; no report.
• Mini-College – Jean Scholtz: This is a new committee to prepare our display and auction items well beforehand. Mini-college is July 25 through 28 in Salem. She needs volunteers to bring silent auction items and door prizes.
• Search for Excellence – Cris Roberts: Cris may write up a Search for Excellence application about the youth corrections facility project though she is concerned that the project is not yet quite ready. Jean will get the criteria to Cris.
• Hospitality – Dee Harguth: Dee has received bins of supplies and will do an inventory. Laura asked if we wanted coffee at Board/Chapter meetings; the consensus is No.
• Worm Bins/Cloches – Rick Anderson: Rick and Janet have given talks to the Salmon River and Depot Bay Garden Clubs. Jan Bell will set up a talk for the Nehalem Bay Garden Club.
• 2012 Plant Sale – Rick Anderson: The building at the Fairgrounds is being remodeled; should be ready for the sale. Vendors will be on the lawn in front of the 4-H building. The 4-H building will be available for MG headquarters with food and break facilities. Rick and Janet will set up beginning Thursday; sale is Saturday May 26 from 9 a.m. to 2 p.m. Rick and Janet will be teaching the vegetable class in early February and will ask students to begin growing plants for the sale and to volunteer. Rick will request $180 for a new, reusable banner.
• Gardener's Tea – Laura Owens for Andrea Goss: Andrea has volunteered to chair again in 2012. Tea will be November 10. The 2011 tea took in $2,547 (entrance and raffle tickets). Expenses were $1,098.34, leaving a profit of $1,448.66.
• Awards Banquet – Laura Owens for Cammy Hickman: Banquet is scheduled for December 5, 2012, at the Tillamook Elks Lodge. The 2011 banquet attracted more than 80 people.
• Awards Committee – Jean Scholtz: No report.
• State Youth Correctional Facility Project – Cris Roberts: Planning is proceeding for next year. Cris needs additional volunteers who can commit to regular attendance. The time commitment is Friday mornings from 9 to 12. Sam suggested putting the information into the Thymes. Volunteers need to be flexible; programming often changes on the spot. The young men would benefit from a worm bin talk, which Rick agreed to provide.
• March Home & Garden Show – Debbie Lincoln: The Headlight Herald sponsors this show on March 31 (9 a.m. to 5 p.m.) and April 1 (11 a.m. to 2 p.m.) at the Fairgrounds. We have been offered a free booth if we agree to provide 15 minute to half-hour presentations on gardening topics. Because other organizations will also be doing presentations, we would be responsible for six or eight. Gary Johnson, Rick and Janet Anderson, Debbie Lincoln and Daria LaMasney have offered to do presentations. There is concern about the location of the presentations, the sound levels, and the attendance; in the past attendance was low. The cost of the booth without presentations is $359 for an empty 10 x 10 space. The funds are not now budgeted. Debbie will get more details about the presentation logistics.
• Community Pruning Day – Laura Owens for Corinne Dumas: Scheduled for March 3. Jean Scholtz will contact Corinne about publicity needs.
9. Old Business
• Policies: Debbie Lincoln presented a draft of a policy combining previous policies on the college scholarship, Master Gardener Class scholarships and Mini-college scholarships. Sam Sadtler moved, Charlotte Phillips seconded adoption of the policy. Passed.
• Open Meeting Policy: Debbie Lincoln presented a summary of the Oregon Public Meetings Law (ORS 192) and the Oregon Ethics Law (ORS 244) and discussed implications for TCMGA meetings. She will draft a brief policy regarding TCMGA's compliance with both laws.
• Aprons – Laura Owens for Andrea Goss: No report.
10. New Business

Call to Order and Clarification of Who Can Vote – Laura Owens. Laura called the meeting to order at 10:00 a.m. This is not a chapter meeting, so Board members only can vote.

Approval of Treasurer’s Report – Charlotte Phillips. Our balance as of February 9 is $13,728.11. Included in that total is a donation to the Linda Loffelmacher memorial fund of $285.00 and donations to the scholarship fund of $86. Jean Scholtz moved approval, Cris Roberts seconded. Motion approved.
2012 Budget – Laura Owens. A question was raised last meeting whether members had received a copy of this year's budget. Cammy will distribute a copy to all members.
Corresponding Secretary – Cris Roberts. A condolence card was sent to Deb Bowman. Thank-you notes were sent to those who donated to the Linda Loffelmacher fund, and a letter to Terry Loffelmacher is ready to be sent. Cris will write a procedure on how to recognize memorial donators.
Memorial donations, including the Loffelmacher funds, will be maintained in a general memorial fund and used for scholarships. Debbie Lincoln will add language regarding memorial funds to the Scholarship Policy for approval at the March meeting.
Deb Bowman asked that the Jack Rippa funds not be rolled into the general memorial fund. Charlotte stated that $200 of the Rippa funds have been used for the Correctional Facility project, leaving $125. Linda Stephenson suggested the $125.00 be donated to the Learning Garden. Jean Scholtz moved we transfer $125 from the Rippa fund to the Learning Garden. Charlotte Phillips seconded. Motion approved.
Agent Report – Joy Jones. We're almost halfway through the new class and have added two apprentices since our last meeting. Linda Stephenson and Marty Derrick are the MG office coordinators and are organizing and weeding out materials. Unneeded books will go to the plant sale garage sale, with money generated used to buy new materials. OSU Extension's spring classes are scheduled for April 21. There will be four classes in each time period covering cooking, gardening, small business and miscellaneous. Joy needs volunteers for room hosts, which will count as payback. Classes cost $7 plus any expenses for crafts.
OMGA Report – Rick Anderson/Daria LaMasney. Next board meeting is Saturday, March 3 in Roseburg. Rick is developing a chapter report and needs information from members; he will share the report with Laura before the meeting.
Historian – Pat Hull. Pat is planning a special event to celebrate the chapter's 25th year. Joy and the office staff will coordinate with her on a summer event that will honor the volunteers. The event may be held at the Fairgrounds and will replace the annual picnic. Money for the picnic is available in the budget. Jean Scholtz will coordinate the theme of the Mini-College display with the 25th anniversary celebration. Pat, Jean and Terri Southwick will coordinate with Joy. Laura will talk with Dee Harguth about changing the picnic volunteer information.

March Home and Garden Show – Debbie Lincoln The Headlight Herald provided a sign-up sheet for presentations but does not yet have the logistics and space worked out. Debbie will get commitments for three or four presentations and will bring final details back to the March meeting.
Community Pruning Day – Laura Owens for Corinne Dumas. Scheduled for March 3. Linda Stephenson is working on the Mildred Davey rose project and will combine pruning and planting with the March 3 event. Jean Scholtz and Terri Southwick raised the request from the Garibaldi city hall for pruning instruction. Garibaldi is no longer interested so the project will not be pursued.
Farmer’s Market, Tillamook – Terry Southwick/Marty Derrick. Marty recommended renting a storage unit at Tillamook Storage for $49 per month allowing us to consolidate supplies, archive materials from the office, and ensure security. Jean Scholtz moved that we rent a unit. Charlotte Phillips seconded. Motion approved. Jean recommended keys be kept in the office along with an inventory sheet and a sign-out system for supplies and equipment. Charlotte has free shelving available. Marty will coordinate.
Farmer’s Market, Manzanita – Cammy Hickman/Daria LaMasney. Dates are secured, registration takes place next month. Cammy will request the $80 in March.
North Coast Plant Clinics – Cammy Hickman/Daria LaMasney. Nehalem Mother’s Day plant sale and Alder Creek farm event dates not yet secured.
Garden Tour 2012 – Laura Owens/Helen Gienger. Gardens have been identified, meetings start in March.
Publicity – Jean Scholtz. Information on scholarships and Pruning Day has been distributed. Jean will be on KTIL Radio Monday February 13, sharing the time with Joy. The regular date is the second Monday of the month, 9:30; Jean is scheduled only when there’s an event to publicize. Janet Anderson suggested we publicize events on the OMGA's statewide calendar.
Scholarship 2012 – Jean Peterson/Laura Owens. Publicity has been distributed, we are waiting for applications. One of our apprentices (along with her husband) was just laid off from creamery. She is now a full-time horticulture student and will apply. Laura suggested she also apply for the scholarship we have available to take the Master Gardener class.
Thymes. Deadline is the 25th of the month.
Learning Garden. Rick Anderson will replace the cloche that partially blew down. Deb Bowman reminded members that though official workdays start February 24, volunteers can check out the shed key from the office and go at any time. Gary will be asked to distribute a to-do list. The class will be there February 21 for pruning instruction.
Deb reported that the learning garden sale of excess equipment and materials netted $20 Thursday morning and is scheduled again for Friday morning, 9 am to 11 am. Anything left over will be sold at the plant sale's garage sale or offered to Habitat for Humanity.

Volunteer Coordinator – Laura Owens for Dee Harguth. Signup sheets are posted at classes and notices will be posted in the Thymes and the MG office.
Cammy reported the photo contest is in progress, photos are due March 6. Judging will take place at the March 8 board meeting, and the March 13 class. The committee (Cammy, Gary Johnson, Terri Stevens and Ken O'Neal) will review votes and announce winners and prizes at the March 20 class. Prizes are gardening journals and cookbooks.
Mentor Coordinator, Class of 2012 – Cammy Hickman. Going well; Joy is getting good feedback. Carmen Crause and Barbara Herdman reported they feel pampered.
Audit Committee – Terri Southwick/Phyllis Holmes Terri reported she and Phyllis are working separately on different aspects of the audit and commended Charlotte Phillips on managing the budget. They will provide a final report at the March meeting.
Mini-College – Jean Scholtz. The Mini-College committee will be constructing the display framework, providing the contents of display, and soliciting two door prizes ($20 value) and ten silent auction items ($25 value). Linda Stephenson suggested that OMGA rethink the silent auction; Janet Anderson, who is on the committee, will convey her comments. Deb Bowman will be talking about Mini-College in class.
Search for Excellence (SFE) – Cris Roberts. Cris read a letter to Board recommending that the Correctional Facility project be considered for the 2013 SFE to allow it to mature. Janet Anderson reported that OMGA has excess money left in the SFE budget, and chapters will be contacted to apply for the money even though they do not submit a project for an award. Jean Scholtz, OMGA third vice president, chairs the OMGA SFE committee.
2012 Plant Sale – Rick and Janet Anderson. Gary Johnson offered to grow up to 500 tomatoes and will coordinate with Don and Janet at Don’s Waterfall Gardens to avoid competition. Rick has two bids ($180 and $129) on a reusable banner and will submit the wording and design to the Board before it is ordered. We need tables. Debbie Lincoln will check with the community college; Rick and Janet are donating eight. Space in the high school greenhouse is available for storage. Jean Scholtz has contacted vendors and will contact others at the Portland Home & Garden Show. The Latimer Quilt Center folks are enthusiastic about sharing the weekend with us and will add the plant sale to their advertising.
Project Reports – Cris Roberts. Rick and Janet Anderson did a well-received worm bin demonstration at the State Youth Correctional Facility. The program director has assigned one staff person to be responsible for the greenhouse, which will provide consistency. The Trask River High School principal is working with Joy to set up a Master Gardener program on site for certification and credit. Jim Munly, one of this year's apprentices, is joining the team of Cris, Evelynn VonFeldt and Pam George. Don Davis will be teaching care of greenhouses.

1. Call to Order President Laura Owens called the meeting to order at 9:59 a.m. This is a Board meeting and only board members may vote.
2. Announcements – Laura Owens Dues are to be paid by March 30. Jean Scholtz distributed pamphlets for OSU Extension Service's Spring Home, Garden and Small Business Classes.
3. Approval of February 9, 2012 Minutes – Debbie Lincoln Sam Sadtler moved, Doug Holman seconded motion to approve minutes as corrected. Motion carried.
4. Approval of Treasurer’s Report – Laura Owens for Charlotte Phillips Charlotte deposited $105. Current balance is $13,566.55. Jean Scholtz moved, Pat Hull seconded motion to approve report as presented. Motion carried.
5. Corresponding Secretary – Cris Roberts Cris sent a note to Cammy on the loss of her father and read a thank-you note from Deb Bowman. Cris is writing a letter to the children of Jack Ripa to let them know how the money in the Jack Ripa Fund has been spent. Apprentice Claude Meyer’s mother died; Cris will send a note.
6. Agent Report – Evelynn VonFeldt for Joy Jones Joy is attending a conference all this week. At next Tuesday's class, she will discuss using the computer to access PNWs. Linda Stephenson reported that she gave an office tour to two apprentices and that the Smithsonian microscope in the office was not working. (Note: Linda reported following today's meeting that she and Doug Holman have it working again.) Evelynn reported that the weather has impeded attendance at the class by some apprentices and none of the classes has yet had complete attendance.
7. OMGA Report – Rick Anderson/Daria LaMasney Rick and Janet Anderson and Jean Scholtz attended the OMGA quarterly meeting in Roseburg last weekend. Douglas County's Discovery Garden is quite impressive.
Mini-college: Online registration starts in April; the theme is Grow with your Garden. Mini-college will be held at Willamette University in Salem; forty-one topics are scheduled for presentation; garden tours will include the Martha Springer Botanical Garden, Deepwood and others. Price is $300, which includes room, board, all classes and banquets. Each chapter can apply to receive $200 from OMGA towards scholarships for attendance.
Jim Liskey needs a second vice president to help set up the 2013 mini-college as well as volunteers to work this year. Jean Scholtz is seeking volunteers to judge Search for Excellence projects.
Carl Carlson Award: Money is available from OMGA to improve or create signage for chapter gardens as a means of recruiting new members; the application is on-line. OMGA is addressing the problem of membership retention.
The Lane County and Klamath Falls Extension Offices have run out of local funding. The Klamath Falls office is closing; Lane County is exploring means of using Master Gardener funds to continue programming.
OMGA distributed a history book and a CD on OMGA, organized by county.
OMGA has a number of grants available to chapters, described on its website.
The third quarter meeting will take place in Benton County. Hosts are needed for 2013 quarterly meetings. OMGA will provide up to $300 to the hosting county. Sam Sadtler moved, Rick Anderson seconded a motion that TCMGA offer to host the June 2013 meeting if it is available. Motion carried.
Committee Reports
8. March Home and Garden Show – Debbie Lincoln TCMGA will present seven sessions at the March 31-April 1 Home and Garden Show. The organizers have promised space heaters and possibly a microphone; details of the venue have not been made final. Sixteen volunteers (mostly Hardy Perennials) have signed up. Debbie will send Jean a description of the presentations for her radio show.
9. Community Pruning Day (March 3) – Linda Stephenson for Corinne Dumas This year there were more places to prune (fourteen) and fewer volunteers, possibly due to scheduling conflicts. The teams completed pruning for all gardens which applied; Corinne and Dave Dumas did some of the pruning ahead of time. Very few apprentices attended.
Suggestions for next year:
Set up a committee to oversee rather than counting on one point person
Rethink how to organize if we try to cover the entire county
Schedule to avoid conflicts (4-H, OMGA meeting, e.g.)
Limit the number of projects accepted so we can do a quality job
Rethink publicity to manage the number of applications received
Be more realistic about what we can actually prune: don't try to do old apple trees
Provide more specific work ahead of time to give both apprentices and Hardy Perennials confidence; conduct the pruning class in a larger garden with a wider variety of pruning needs so apprentices and Hardy Perennials will learn more before pruning day
Coordinate carpooling
Have a social gathering before and/or a debriefing party after pruning to make the event more fun.

10. Garden Tour 2012 – Laura Owens/Helen Gienger The tour is scheduled for July 21. Seven gardens are scheduled, including the Learning Garden. Laura will look into permits necessary to post signs. Some of the gardens require traffic control for access and parking. The committee's first meeting is March 8, at 1:00 p.m.
11. Publicity – Jean Scholtz Jean is on the radio Monday, March 12, at 9:30 and will discuss scholarships, the plant sale, and the Home and Garden Show. She distributed billfold handouts for the plant sale.
12. Scholarship 2012 – Jean Peterson/Laura Owens Applications are due April 2. Jean Peterson is setting up a meeting for mid-March to begin reviewing applications.
13. The Thymes – Larry Goss A recent e-mail from Joy Jones raised the question of use of the e-mail distribution list. If the e-mail list is representative of OSU, and therefore cannot be used to distribute information that is not research based, is The Thymes affected? Sam Sadtler mentioned that The Tiller is the official mouthpiece of Tillamook County and the representative of OSU, while The Thymes is the TCMGA newsletter and content is not restricted. The Thymes editor should not be the gatekeeper for ensuring research-based information.

15. Bus Tour – Andrea Goss/Larry Goss No tours are planned. An issue is the cost of city bus (Wave) versus using a school bus (uncomfortable but half the price). Fred Meyer doesn't allow parking for non-customers; maybe use parking lots on the east side of Highway 101. Suggestions for tours: Hughes Water Garden; Heirloom Roses in St. Paul. Several apprentices have signed up to help. Report again in April.
16. Volunteer Coordinator – Dee Harguth Dee has posted sign-up sheets in class and will distribute to chairs of committees and activities on a monthly basis.
17. Mentor Coordinator – Cammy Hickman Weekly reminders from Cammy are helpful. Mentors are not responsible for tracking attendance of apprentices.
18. Audit Committee – Terri Southwick/Phyllis Holmes Phyllis submitted the written audit report (attached). Recommendations include ensuring Check Authorization Requests are completed by the requestor and approved by the function chair or another board member. The Association also needs to standardize account names. The auditors commended Charlotte Phillips, Treasurer, for "diligence in a most trying period."
19. Mini-College – Jean Scholtz TCMGA will not be applying for a Search for Excellence award. The Mini-College Committee discussed building a structure for our display. Doug Holman is following up. The display can be used in other venues (Home & Garden Show, County Fair, e.g.). Jean will make requests for silent auction and door prizes later.
20. 2012 Plant Sale – Rick and Janet Anderson Rick and Janet displayed an example of signs for plants. Tillamook High School's greenhouse has been cleaned and is being repaired under the direction of apprentice Barbara Webster. Gary Johnson committed to growing 400 tomatoes. A sample of a reusable banner was distributed; Rick and Janet will check with Joy Jones about using the OSU logo. Tables are still needed. Rosenburg’s is donating soil; Sam suggested asking the TCCA farm store for tables or sawhorses. A plant sale meeting is scheduled March 8, 12:10 p.m.
21. Project Reports – Cris Roberts, Oregon Youth Authority Cris is scheduled to talk to the Master Gardener class about the project on March 20. Don Davis of Don’s Waterfall Nursery talked to OYA clients about greenhouse gardening. Apprentice Jim Munley has been assisting consistently and is very effective with OYA clients. On April 6 Cris's group is slated to begin working with Trask High School which is developing the project as a curriculum-oriented class. Joy Jones and OYA facility staff have developed the project as an eleven-week science credit class, based on three-hour classes and three-hour practica.
22. Mildred’s Roses – Linda Stephenson There was no time to prune roses on pruning day, so Linda will schedule pruning as soon as possible. Gary Johnson will order three bushes to replace those vandalized last year.
23. Cookbooks – Laura Owens/Charlotte Phillips Laura donated one to Rockaway Beach Parks and Recreation's silent auction last week. Charlotte will be calling the list to see who wants to order.
Old Business
24. Aprons – Andrea Goss Price has increased from $10.75 to $11.50; we must order a minimum of twelve. We will sell them at $20 each at Mini-college, Farmers Markets, other venues. Consensus is to purchase thirty, to be available first to current class members.
25. Master Gardener Inventory and Storage – Linda Stephenson/Marty Derrick Marty has rented a storage unit at a cost of $49 per month, which will have a keyed padlock. Keys will be available in the office; Marty will also keep one. The unit is 5x10 feet, located at Tillamook Mini-Storage on 3rd Street. Consensus is that we need to keep the historical information (pictures, etc.); Linda will purchase bins for storage. Board and Historian need to develop a process for maintaining digital records in the future.
26. Budget Item – Jean Scholtz Jean requested that the Board change the label of a budget line item. Currently, the budget shows $150 for "OMGA Board." The funds are needed for the Mini-College display. Sam Sadtler moved, Debbie Lincoln seconded a motion to re-label the line item from "OMGA Board" to "Mini-College display." Discussion: Sam asked whether the amount is enough? Answer: Yes. Motion carried.
New Business
27. Ladies of the Elk Plant Sale – Laura Owens. Evelynn VonFeldt requested a cook book for the Elk plant sale. Laura will provide one.
28. VFW Plant Sale – Andrea Goss Andrea requested that TCMGA participate in the Bay City VFW plant sale on May 12, 8:30 to 2:30. We’ve participated in the past. A project form is not needed, since it’s a plant clinic like the Farmers Markets. Consensus is that we participate. Andrea will handle the volunteers and organization; Laura will help.
29. Clarification of Use of Communication Tool – Laura Owens/Jean Scholtz. The use of the e-mail distribution list as a communication tool among Master Gardeners was clarified. The e-mail list should be used for logistical or emergency information (class changes, volunteer opportunities, official meeting information, research-based information approved for distribution by Joy, e.g.). It should not be used to distribute information which is not research based (news items, e.g.). The webmaster should not be gatekeeper for determining which e-mails are appropriate. Evelynn VonFeldt will discuss the issue with Joy and bring the results back to the next Board meeting. We will then develop a procedure regarding the use of the e-mail list to distribute information under the auspices of OSU.
30. Policies and procedures on website – Cammy Hickman The Members Only site includes minutes, some forms, job descriptions, list of officers, etc. Cammy recommends including policies and procedures in PDF format since they do not include any personal information. Consensus is yes. The Recording Secretary will send all finals to the Webmaster.
31. Bay City Project request – Jean Scholtz Sabrina Peterson, Bay City's city planner, is applying for a grant to develop Watt Park. She is requesting Master Gardener assistance for planning layout, advice, teaching, and training for a play area, rain garden, and wetlands restoration. Evelynn VonFeldt and Diane Griffin are interested in assisting. Jean will talk to Joy Jones about the project and confirm that Bay City doesn't expect the Master Gardeners to do the work itself. Sam Sadtler moved, Daria LaMasney seconded a motion that Jean pursue it with Joy and go forward if Joy agrees. Motion carried.
32. Scholarship Policy – Debbie Lincoln Debbie distributed language that amends the Scholarship Policy to include use of Memorial Funds for scholarships. Jean Scholtz moved, Sam Sadtler seconded a motion to adopt. Motion carried. Cris Roberts raised a question about writing a procedure on recognizing memorial donors. She will bring draft language to the April meeting. Debbie Lincoln offered to assist.

1. Call to Order: Laura Owens called the meeting to order at 10:05 a.m. This is a chapter meeting; all members make motions and vote.
2. Announcements – Laura Owens: On-line registration for Mini-College is now open. Terri Southwick identified the mystery plant in the Thymes''s President's article (trillium) and won a bottle of wine.
3. Approval of March Minutes – Debbie Lincoln: Sam Sadtler moved approval, Jean Scholtz seconded. Carried.
4. Approval of Treasurer’s Report – Laura Owens for Charlotte Phillips: Balance as of February 29, 2012 totaled $13,213. March deposits totaled $1,225.25; expenses totaled $2,085.50, for an ending balance to date of $12,352.75. Charlotte will return April 12. Laura will ask her to itemize incoming and outgoing transactions by category (dues, sales, etc.). Jean Scholtz mentioned that for the coming year we’ll need to fill out a 1099 for payouts totaling more than $1000; will affect our scholarships and any contracted services. Jean Scholtz moved approval; Sam Sadtler seconded. Carried.

7. OMGA Report – Rick Anderson: Executive Board meetings scheduled May 5 in Astoria, June 2 in Central Point. OMGA president David Rudd is unable to fill board openings; newsletter editor position remains empty. Rick will distribute by e-mail a survey from the OMGA Board regarding the newsletter, alternatives for communications, the state Strategic Plan and the position of Second Vice President (created to manage mini-college, which Gail Langellotto's staff can no longer handle). TCMGA members are asked to review the Strategic Plan on the state website and respond.
Committee Reports
8. March Home and Garden Show – Debbie Lincoln: We made $124 selling three cookbooks, three aprons, a worm bin and rocks. There was interest in T-shirts. Hosted over 50 people in seminars; brought back 23 client questions and recorded over 30 contacts. Next year: provide space heaters, be sure seminars are announced in printed show guide and on the PA system, offer tote bags for sale.
9. Garden Tour 2012 – Laura Owens: Today’s garden tour meeting will start at 12:15 p.m. Leighanne McGowan has withdrawn her garden from the tour, so we'll have five gardens plus the Learning Garden. Laura will research to try to find one additional garden (bringing the total to 7).
10. Publicity – Jean Scholtz: Distributed plant sale posters, a tracking sheet to note where they're posted, and wallet-sized handouts. She posted plant sale information at the Home & Garden show and will be highlighting the sale on the radio spot May 14. Latimer Quilt Center's PR also mentions the sale. Distributed handouts for Mini-College. Is submitting items to Portland venues: TV stations, newspaper, etc.
11. Scholarships – Laura Owens: We've received ten applications; committee members are scoring them and will meet Thursday, April 19, to review. Recipients will be decided the first part of May.

13. Learning Garden – Laura Owens for Gary Johnson: Gary has been out of touch. Evelynn suggested changing the work day to Thursday when she can be there. Linda Stephenson offered her husband's expertise to replace the window. We may need a coordinating committee for the garden rather than a single coordinator. Corinne Dumas and Barb Casteel were mentioned as possible members.

16. Mini-College – Jean Scholtz: Registration is open. The committee is working on our display; Doug Holman is constructing the backdrop. The theme is "Growing with Your Garden." Our categories: growing smarter, older, new gardeners. The committee will use old and new photos and a decorated cake ("Gardening is a piece of cake"). Mini-College schedule: Wednesday, July 25, Leadership Day; July 26-27, classes; July 28, tours.
17. 2012 Plant Sale – Rick and Janet Anderson. No meeting this month; one more before the sale. The high school greenhouse will be available to store plants; they can be brought to the greenhouse any weekday after 11 a.m. Use professional-looking 4” and gallon containers or larger. Leighanne McGowan has colored price tags. Plants must come into the sale labeled. The city will wave the $50 fee for three signs with a letter to the City Planner. We’ll be on the reader board at the fair; and the banner is being made. Set-up will begin Thursday morning, May 24. There will be a pre-sale for Master Gardeners Friday afternoon. Jean Scholtz is setting up a credit card iPad system.
Project Reports
18. State Youth Correctional Facility – Cris Roberts: The first credit class took place on April 6 with eight students. Cris, Evelynn, Harry Kaufman and Jim Munley taught propagation. The format is class time in the morning, application in the field in the afternoon, 8 a.m. to 3 p.m. every Friday. OYA has suffered additional budget cuts; Pam George is looking for grant funding. She is also coordinating volunteers for the project and for OYA as a whole. Neil Bell and Linda McMahon will also be teaching.
19. Mildred’s Roses – Linda Stephenson. The roses are pruned. Linda instructed the owner how to fertilize and prune. Three replacements still need to be purchased.
20. Farmers Market – Terri Southwick: Beginning to organize. There will be no fees. She will call a meeting after May 15 to gear up.
21. Cookbooks – Laura Owens: Charlotte is calling vendors to see who wants to order more. One box of 27 remains at the Latimer Quilt location storage.
Old Business
22. Aprons – Laura Owens for Andrea Goss: We will not sell aprons at the Farmers Market. The three sold at the Home & Garden show were to Master Gardeners.
23. Inventory and Storage – Linda Stephenson: Light and extension cord have been Installed in the storage space; shelving will be ordered when Charlotte gets back and a schematic will be posted. We need a new padlock. Jean Scholtz has a list of inventory items and will coordinate with Marty.

24. VFW Plant Sale – Andrea Goss: We've agreed to this project; Andrea is heading it up.
25. Project Request from Bay City Planner – Evelynn VonFeldt: Evelynn met with Sabrina Pearson, did a walk-around. The project will take several years, requires grants. We agreed to provide advice and to teach the community how to plant, but not to do the work. Evelynn will follow up with a letter (attached to these minutes).

Project Request from Tillamook County Pioneer Museum – Carla Albright: The museum owns 200 acres at Kilchis Point, Bay City, which is being developed into 70 acres of trails and includes a native garden. Outdoor Discovery Day is planned for July 28, 1 to 4 p.m. Organizations such as Fish & Wildlife, Tillamook Estuary Project, etc. are being asked to participate. Carla is asking TCMGA to set up near the native garden and teach visitors about invasives and native plants and do leaf rubbings. Carla will organize for TCMGA with Laura Swanson's help. 27. Museum Presentation – Carla Albright: the Museum is bringing Lisa Albert, freelance garden writer, to speak on July 14, 1:00 p.m. on the use of art in the garden. She will plug our tour the following week. (Update, April 20: Author Ella May Wulff will be speaking on "Heathers in the Coastal Garden" in place of Lisa Albert.)
28. Invasive – Janet Anderson: Lesser Celandine, a ranunculus, is invading the Coast. She will send out an e-mail notice.
29. Neah-Kah-Nie Middle School – Laura Swanson: Laura met with middle school personnel about constructing a school garden which would, among other things, produce food for the school cafeteria. They've requested summer support from Master Gardeners in the Rockaway area. TCMGA would provide planning and instruction on irrigation and seed starting. Middle school and high school students are available to do the work. Laura will coordinate for TCMGA; no money is requested. Sam Sadtler moved to support the project, Rick Anderson seconded. Carried.
30. Spring classes: The Extension Service's April 21 spring classes are on track, with some classes already closed.
31. Farmers Markets – Laura Swanson distributed a list of state Farmers Markets.

Tillamook County Master Gardener’s response
After viewing the site and reviewing the plans the Tillamook County Master Gardeners still feel that our place in the construction of this project should be as mentors to members of the community in the planting of the rain gardens.
We do not feel qualified as an individual or group to in anyway lead this huge project.
We are excited to see it implemented and feel the educational opportunities on rain gardens for the public should be pursued using kiosks and other signage (VII: Educational Opportunities).
The planting plans by Native Landscape Design LLC contains a very good native plant inventory that should do the job intended, to help rain gardens filter and slow natural drainage (we do not feel we could comment on the exact amount of water flow handled by these structures). Though the number of Gaultheria shalon (salal) seems high. The mature size of plants should be considered, not just the one gallon planting size. The scale of the drawings seems a bit off (A&B is more than 24’ wide @ 1” = 8’), (C is 12’ wide @ 1” = 8’),but could be used a template for the sites.
The “Natural Play Area” (F), will have to be redesigned after the site has been cleared of invasive weeds to be able to see the actual topography involved, as it may be quite steep and unsuitable for the plans outlined.
We do feel that the “Natural Play Area”(F) should be cleared of invasive weeds in a timely manner, before this year’s crop of Himalayan blackberries are formed (June-July- compounding the problem). Also Scotch broom should be removed before seed set (May-June).
We also found other invasive plants on site: English Laurel, English ivy, English holly, St. John’s wort, Lamium. These should be removed as soon as possible. Herbicides may have to be used as grubbing or scraping out could cause erosion. Hawthorn should also be looked at as a possible undesirable.
St Johns’ wort and English ivy were found in a planting bed left over from the “old school” (north of parking lot adjacent to Tillamook St.). We also saw 4’ fir trees seedlings that could be transplanted and used in the Native Play area (F). If these are moved, care should be taken in transplanting, to not include any invasives in topsoil.
The Day Use in area A- B needs to have the question of septic easement for neighboring house addressed.
As to the hedge fence: the type of hedge or fence material was not mentioned. As I understand the idea it is only to be about 4’ tall and applied to both sides of a fence. This could entail a lot of pruning, thus a lot of waste material and labor. Ideally to maintain a hedge it should be pruned several times a year to keep it looking good. By having hedge on both sides of the fence doubles the width and easement for pruning should be factored in. If fence material is wood, hedge on both sides would invite more rot. We recommend that English laurel (invasive), Arborvitae (insect issues) and Photinia (disease prone),not be considered as all are unsuitable for our area.
E. East side ball field: “Accumulated sediment should be removed after each storm or run off event”, who will be responsible of this? In VIII Post-installation Monitoring & Consultation 1-year and 3-year this would be done at those times, only. Shouldn’t this also apply to the rain gardens?
A.D.A. path at east end of area C should be consulted as to requirements by someone who deals with these issues. This area is very steep and would need a large area to make the slope accessible.
We would like to see a breakdown of time frames of the different phases of this project and would only like to commit to helping with planting within each phase. Each phase should be handled separately with applications to the TCMGA board for each phase. Our organization has a certain amount of turn over every year and we cannot commit to the long term at this time.

1. Call to Order – Laura Owens called the meeting to order at 10:00 a.m. This is a board meeting; only Board members make motions and vote.
2. Announcements – Laura Owens. Jean Scholtz announced that mini-college registration is open. OMGA has not found a host or a coordinator for the 2013 mini-college. Joy Jones suggested Tillamook could volunteer to partner with other counties.
3. Approval of April Minutes – Debbie Lincoln. Sam Sadtler moved approval, Pat Hull seconded. Motion carried.
4. Approval of Treasurer’s Report – Charlotte Phillips. Balance as of April 30 was $12,226.75. Since then, deposits totaled $526, payments totaled $432, for a current balance of $12,320.75. Sam Sadtler moved approval, Pat Hull seconded. Motion carried.

6. Agent Report – Joy Jones.
• Office plant clinics are underway. She will schedule a June session to review procedures.
• The Learning Garden meeting was productive. Changes agreed on include moving the work day to Thursdays (9:00 a.m. to noon); identifying five point people who will take one work day a month, replacing the single coordinator; making a key available at the Fairgrounds office during work hours; developing a journal format for signing in and recording work done and work needed, along with dates; and producing a map of the garden with numbered beds for easier tracking.
• OYA Friday classes: Four of twelve weeks are completed. Seventeen youth applied, eight were accepted. Cris Roberts has developed hands-on learning activities; OSU instructors are teaching. Joy will provide a redesigned apron for the students; the instructor will be certified as a Master Gardener. TCMGA offered to assist with funds for the aprons.
• Master Gardener 25-year birthday and reunion will be held at the fairgrounds on Saturday, September 8 and will showcase the Learning Garden. TCMGA recommends a potluck and offered to help with costs. Joy will develop a budget and bring it back to the Board. She will schedule a meeting for anyone who wants to assist
7. OMGA – Rick Anderson. Next Board meeting is scheduled for June 2 in Jackson County. He is preparing the quarterly report and will send it to Laura before submitting it. Mini-college scholarship funds are available; Laura is pursuing them. The third quarter board meeting date will be changed to coincide with mini-college

8. Tillamook Farmers Market – Marty Derrick. First market is June 9; she will set a date for training. Two apprentices and eight Hardy Perennials have volunteered; Marty will call apprentices to encourage signing up.
9. Manzanita Farmers Market – Cammy Hickman. We're committed to once a month June through September, Friday evenings 5:00 to 8:00 p.m. Cost is $80 total. Cammy will request volunteers.
10. North County Plant Clinics – Cammy Hickman. Cammy will hold a plant clinic at the Nehalem Bay Plant Sale at the North County Recreation District on Saturday May 12, 9:00 a.m. to 1:00 p.m.
11. Garden Tour 2012 – Laura Owens. We will have six gardens total, including the Learning Garden. Meeting today, 1:00 to 2:00 p.m.
12. Publicity – Jean Scholtz. Has additional plant sale posters and is keeping a list of where they’re posted. Bookmarks for mini-college and plant sale wallet cards can be inserted in office plant clinic information mailings. Fliers for mini-college will be posted soon. Jean will be on the radio Monday, May 14, plugging the plant sale, the garden tour and mini-college; and will be working on publicity aimed at the general public about mini-college. A hard copy of the mini-college registration packet will be in the Extension Office for people not online.
13. Communications – Cammy Hickman.
• Will send information on the plant sale, garden tour and other events to her list of sixty-five Friends of Master Gardeners. Joy mentioned that the Tiller e-mail list is another no-cost way to advertise events.
• Data for the Friends list comes from pink sheets which should be distributed at events. Deb Bowman suggested pink sheets be distributed in plant clinic information mailings.
• Cammy distributes messages to Master Gardeners on behalf of the organization and requested that responses be sent to the originator of the message, not to Cammy. Originators should include their personal e-mail addresses for direct responses.
• Larry Goss asked about setting up a ListServ that any member can use. The group agreed that a person needs to monitor the communications as long as the job isn't overwhelming.
• Charlotte Phillips will provide Cammy with a complete TCMGA membership list once she's compiled it from dues-paying members. Information on dues amount and due dates is in the Thymes.
14. Scholarships 2012 – Laura Owens.
• Jean Peterson is doing an awesome job. The committee scored applications and chose three people but discovered three more applications mailed to the post office box. The committee is reviewing those three and will reconsider at its meeting on May 10. Recipients will be named before May 15. In future, the post office box address will be removed from the application.
• Charlotte Phillips and Marty Derrick will coordinate checking the PO box.
• The Scholarship Committee asked for clarification on how much revenue from particular events is dedicated to scholarships. Revenues have never been dedicated and are budgeted based on the needs of the entire TCMGA budget. Deb Bowman will review 2010 minutes and report back on earlier decisions. Language in the Scholarship Policy needs to reflect those decisions and specify that revenues can be used for class and mini-college scholarships as well as college scholarships, and that scholarships may not be awarded if no one meets the criteria.
• Charlotte will be providing 1099 forms to scholarship recipients.
• Cris Roberts provided wording in the Scholarship Policy to clarify how notifications are handled for memorial donations. Sam Sadtler moved acceptance of the changes, Pat Hull seconded. Motion carried.
15. The Thymes – Larry Goss. Carmen Crause has volunteered to be back-up editor. Larry needs to upgrade his software. Jean Scholtz suggested using OSU software which can be accessed from home. Larry will report back on what he needs.
16. Learning Garden – Carmen Crause. Carmen and Linda Stephenson are co- chairing the Learning Garden committee. The new structure includes five coordinators (Patty Nice, Linda Stephenson, Daria LaMasney, Laura Owens and Carmen Crouse) who will be available on work days to open sheds, oversee garden projects and ensure journaling is done. The next meeting of the group is scheduled for June 7, 9:00 to noon, at the 4-H dorm. Charlotte Phillips and Ann Richards are finishing the garden map. Joy will buy a chalk board for the tool shed out of the Learning Garden budget.
17. Bus Tour – Larry Goss. Cost for transportation is high, attendance last year was low. Larry and Jean Scholtz will survey members on their interests. Patty Nice mentioned that the Transportation District's new management wants to talk to TCMGA about using Transportation District buses again.
18. Volunteer Coordinator – Dee Harguth. Distributed an inventory of hospitality items to keep or discard.
19. Mentors, Class of 2012 – Cammy Hickman. Joy and Cammy debriefed 2012 Mentors. Cammy volunteered to coordinate in 2013.
20. Mini-College – Jean Scholtz. Anyone interested in scholarships to mini-college should talk to Jean or Laura Owens. Costs depend on level of participation; full package is $350.
21. 2012 Plant Sale – Rick and Janet Anderson. Displayed the new banner, which will be hung on the barn at the Fairgrounds. Tables have been located. Plants can be stored at the high school greenhouse; Carmen Crause volunteered to check on them daily. Tables will be set up Wednesday evening, plants Thursday morning. Need help Thursday afternoon. Rick has obtained a temporary business license, as required.
22. Cookbooks – Charlotte Phillips. Twenty-seven cookbooks have been sold this month. There are twenty-seven left.

23. State Youth Authority Correctional Facility – Cris Roberts. Worked with the students on developing a landscape plot map and scale project. Donations of soil and wood for raised beds were received.

30. Inventory and Storage – Marty Derrick. Storage unit is being completed with shelving, lights, keys and a sign-out system.
New Business
31. VFW Plant Sale – Andrea Goss. Volunteers are signed up.
32. Facebook – Carmen Crause. Should TCMGA have a Facebook presence? Cammy experimented with Facebook last year; there was no interest.
33. Money Tracking – Charlotte Phillips. Charlotte has developed a tracking form/envelope for money raised at sales events that will allow us to itemize sales and track funds more efficiently.
34. OYA Grant Funding – Cris Roberts. Pam George has submitted a proposal to TCMGA requesting that TCMGA act as the sponsoring organization to apply for grants to benefit the OYA garden project. Joy mentioned that financial management of funds and necessary record-keeping need to stay with TCMGA. Cris and Pam will contact Kathryn Johnson at OMGA about impact on OMGA's 501(c)(3) status.

- Call to Order: Laura called the meeting to order at 10:00 a.m. This is a Chapter meeting, so everyone is able to vote.
- Announcements:
- Dues are due immediately and should be mailed to the post office box. Contact forms should be filled out even if the information hasn't changed.
- Master Gardener classes began with orientation on January 10.
- Approval of December Minutes: Sam Sadtler moved, Deb Bowman seconded acceptance of the minutes with correction of the date from November 8, 2011 to December 13, 2011. Passed.
- Treasurer's Report: As of January 11, we have a total of $13,551.67 in both the savings and checking accounts. Jean Scholtz asked that a copy of the budget be distributed to the new Board. Charlotte will distribute it at next month's meeting. Sam Sadtler moved, Deb Bowman seconded acceptance of the report. Passed.
- Corresponding Secretary Report – Cris Roberts: Laura read a thank-you note from Jim and Marlene Cooper. Cris sent condolence cards to Ed Proscetti and to Marian Burney's family.
- Agent Report – Joy Jones: Twenty-one students, including eleven walk-ins, attended orientation on Tuesday, January 10. Many of the walk-ins were a result of calls made by mentors to people who expressed interest over the past year. First class is January 17 on botany and plant identification with Linda McMahon. Jean Scholtz mentioned that a number of people were interested in taking a single class. Joy is charging $30 per day and prefers that single-day students sign up by the previous Friday but will accommodate walk-ins on the day of the class. This is an experiment this year; we don't want to encourage people not to take the entire course.
The office received a call from someone who had been considered by the tour committee two years in a row. He was offended by the letter saying his garden wasn't selected. The implication was that his garden wasn't good enough though he hadn't applied to be a tour garden. We will change the process so that gardeners who are not selected will receive a phone call instead of an impersonal letter and a free pass to the garden tour.
The Extension Service has changed its administrative structure. Jeff Sherman, Open Campus staff person connected with the community college, is now staff chair, replacing Troy Downing who is working exclusively with dairy programs. Sam Angina, out of Lincoln County, is regional director. Pat Penney continues at half-time and the Association will continue to pick up some responsibilities. Cammy's role in communication helps, but we need to copy Pat, Sheri and Lisa with information on committee meetings, schedule changes, etc., since they get questions.
- OMGA Report – Rick Anderson: The quarterly meeting is March 5 in Roseburg at the Extension Office. Members are encouraged to attend. OMGA is still looking for a newsletter editor for The Northwest Newsletter. The newsletter will be delayed until an editor is found. Jean Scholtz attended an executive board meeting last Saturday to discuss web issues. The OMGA webmaster will issue a guide on how to design a website and how to connect with OMGA's and Extension's websites.
- Committee Reports
- Cookbooks – Laura Owens: As of January 12 we have 29 old books, 28 new books. Joanne Benningfield will no longer be contacting retailers. Charlotte will work with Laura to pick up that responsibility
- Farmers Market – Marty Derrick: The market's new manager is Janelle Wintergreen, who is the wife of the city manager. The first market is June 16; last market September 29. Sam is stepping down from the market's board; there are several new members.
- Manzanita Farmer's Market – Laura Owens for Cammy Hickman: Dates are June 29, July 27, August 24 and September 21. Cost is $20 per market; the committee will request an $80 check in March.
- North Coast Plant Clinics – Laura Owens for Cammy Hickman: No activity or report. Jan Bell says the plant clinic is always on Mother's Day weekend.
- Garden Tour 2012 – Laura Owens: Tour will be July 21, along with a garden art sale held at the Pioneer Museum and coordinated by Jean Scholtz. Six gardens, including the Learning Garden, have been selected.
- Publicity – Jean Scholtz: Will be getting information on scholarships out next week. Working on plant sale PR and on inviting vendors. Vendors for the plant sale will also be invited to set up at the Garden Tour art sale. Nothing has yet gone out on Community Pruning Day, which is March 3. Jean has developed a schedule for radio broadcasts, which are shared with the Extension Service. She will be on KTIL on February 13. She will mention the Home & Garden Show on that broadcast. The Oregonian's Home & Garden Section listed Washington County's scholarship and may be willing to list ours.
- Scholarship – Jean Peterson: The committee met last week and revised the application which has been uploaded to the website. The flyer was modified and is ready to post. Packets are being hand-delivered to high school guidance counselors. Jean Scholtz is developing a press release. Letters will go out to colleges next week. The committee will meet in March to revise the evaluation criteria. Applications are due on April 2. We have a $3000 budget; the committee will decide how many scholarships at what amounts after seeing the applicants. The special memorial funds (donated in memory of Sheila Shelley, Linda Loffelmacher, etc.) will go into a combined Memorial Fund and will be added to a particular scholarship. Jean Scholtz suggests putting a notice in the Thymes to encourage members to donate to the Memorial Fund. The Board will develop next year's budget with a specific Memorial Fund amount so the Scholarship Committee knows exactly how much it has.
- The Thymes – Laura Owens for Larry Goss: No report. Due date is January 25.
- Learning Garden – Laura Owens for Gary Johnson: No report. Rick will fix the cloche.
- Bus Tour – Laura Owens for Andrea Goss: No report.
- Volunteers – Dee Harguth: Information on volunteer opportunities will be posted in class. Dee will work with committee heads to ensure they have the volunteers they need. Dee will call volunteers to remind them of commitments.
- Mentors – Laura Owens for Cammy Hickman: Mentors met January 5 to review the Mentor Handbook and the Apprentice Survival Guide and to confirm discussion topics for classes. Seventy-plus names of people who expressed interest in the class were distributed to mentors, who called them to encourage enrollment.
- Audit – Terry Southwick and Phyllis Holmes: Neither were in attendance; no report.
- Mini-College – Jean Scholtz: This is a new committee to prepare our display and auction items well beforehand. Mini-college is July 25 through 28 in Salem. She needs volunteers to bring silent auction items and door prizes.
- Search for Excellence – Cris Roberts: Cris may write up a Search for Excellence application about the youth corrections facility project though she is concerned that the project is not yet quite ready. Jean will get the criteria to Cris.
- Hospitality – Dee Harguth: Dee has received bins of supplies and will do an inventory. Laura asked if we wanted coffee at Board/Chapter meetings; the consensus is No.
- Worm Bins/Cloches – Rick Anderson: Rick and Janet have given talks to the Salmon River and Depot Bay Garden Clubs. Jan Bell will set up a talk for the Nehalem Bay Garden Club.
- 2012 Plant Sale – Rick Anderson: The building at the Fairgrounds is being remodeled; should be ready for the sale. Vendors will be on the lawn in front of the 4-H building. The 4-H building will be available for MG headquarters with food and break facilities. Rick and Janet will set up beginning Thursday; sale is Saturday May 26 from 9 a.m. to 2 p.m. Rick and Janet will be teaching the vegetable class in early February and will ask students to begin growing plants for the sale and to volunteer. Rick will request $180 for a new, reusable banner.
- Gardener's Tea – Laura Owens for Andrea Goss: Andrea has volunteered to chair again in 2012. Tea will be November 10. The 2011 tea took in $2,547 (entrance and raffle tickets). Expenses were $1,098.34, leaving a profit of $1,448.66.
- Awards Banquet – Laura Owens for Cammy Hickman: Banquet is scheduled for December 5, 2012, at the Tillamook Elks Lodge. The 2011 banquet attracted more than 80 people.
- Awards Committee – Jean Scholtz: No report.
- State Youth Correctional Facility Project – Cris Roberts: Planning is proceeding for next year. Cris needs additional volunteers who can commit to regular attendance. The time commitment is Friday mornings from 9 to 12. Sam suggested putting the information into the Thymes. Volunteers need to be flexible; programming often changes on the spot. The young men would benefit from a worm bin talk, which Rick agreed to provide.
- March Home & Garden Show – Debbie Lincoln: The Headlight Herald sponsors this show on March 31 (9 a.m. to 5 p.m.) and April 1 (11 a.m. to 2 p.m.) at the Fairgrounds. We have been offered a free booth if we agree to provide 15 minute to half-hour presentations on gardening topics. Because other organizations will also be doing presentations, we would be responsible for six or eight. Gary Johnson, Rick and Janet Anderson, Debbie Lincoln and Daria LaMasney have offered to do presentations. There is concern about the location of the presentations, the sound levels, and the attendance; in the past attendance was low. The cost of the booth without presentations is $359 for an empty 10 x 10 space. The funds are not now budgeted. Debbie will get more details about the presentation logistics.
- Community Pruning Day – Laura Owens for Corinne Dumas: Scheduled for March 3. Jean Scholtz will contact Corinne about publicity needs.
- Old Business
- Policies: Debbie Lincoln presented a draft of a policy combining previous policies on the college scholarship, Master Gardener Class scholarships and Mini-college scholarships. Sam Sadtler moved, Charlotte Phillips seconded adoption of the policy. Passed.
- Open Meeting Policy: Debbie Lincoln presented a summary of the Oregon Public Meetings Law (ORS 192) and the Oregon Ethics Law (ORS 244) and discussed implications for TCMGA meetings. She will draft a brief policy regarding TCMGA's compliance with both laws.
- Aprons – Laura Owens for Andrea Goss: No report.
