What is a CPO?

It is a Citizen Participation Organization, a place where you can discuss issues in a comfortable forum; meet neighbors who are interested in the community; get unbiased information; and find neighbors who will listen to your concerns and work with you to find solutions.

How do I join?

All residents and business owners in Washington County cities and unincorporated areas are welcome and encouraged to participate. Your CPO is an opportunity for citizen involvement which is supported by Washington County and coordinated by two Oregon State University Extension Service faculty.

There is no membership fee, just an interest in community issues is required. For more information or to receive the monthly newsletter from your CPO, contact Linda Gray, OSU Extension Service, at 503-725-2116 or visit the newsletter subscription website.

Why should you be part of your CPO?

As an individual, you may not be notified of proposed land use actions unless your home or business is in close proximity to the parcel of land in the application process. Your CPO receives notice of land developments proposed for the area and is requested to provide input before a decision is made. Your CPO, as a group of citizens working together, may be effective in influencing the decisions of local government.

Most CPOs meet once per month and topics of discussion may include:

  • Election issues - Taxes? Metro? Get the FACTS!
  • Volunteer Leadership Opportunities
  • Candidate forums - Your chance to meet candidates for public office.
  • Local Sheriff's Update - How are things in your neighborhood?
  • Transportation issue - Should there be a traffic signal on your corner?
  • Land use proposals - What's this new development in the horse pasture next door?
  • Or, whatever is on your mind . . .

CPO members elect officers and function under bylaws approved by the membership. The CPO is advisory to county, city, and regional governments. It can help strengthen your community if citizens care enough to be involved.

Who supports local CPOs and Washington County residents?

Oregon State University Extension Service supports citizen involvement and CPOs through an intergovernmental agreement with Washington County, the sole funder of the CPO program. Extension CPO program coordinators provide information on land use and livability issues, resource referrals, and work with CPO members to increase understanding of public policy and county decision-making processes, and effective citizen involvement practices.

CPO program materials are developed by representatives of your local CPO and by OSU Extension staff. Washington County administration, departments, and/or officials claim no responsibility, expressed or implied, for the content of program materials, including newsletters.

Committee for Citizen Involvement (CCI)

Each CPO is represented on Washington County's CCI, whose focus includes, but is not limited to, citizen involvement policy issues. The CCI Steering Committee conducts a planning meeting the first Monday of each month at 7 p.m. in the OSU Extension Service conference room (18640 NW Walker Road, Suite 1411, Beaverton). A monthly meeting of the CCI general membership is at 7 p.m. on the third Tuesday of each month in the OSU Extension Service conference room.

CPO 1 -- Cedar Hills/Cedar Mill
