This section will provide articles of interest to all CPOs. The articles may or may not have appeared in part or in their entirity in specific CPO newsletters.
Each spring the Citizen Participation Organization(CPO) Program working through the Washington County Committee for Citizen Involvement (CCI) honors a neighbor or group of neighbors who made a significant contribution to his or her CPO and/or the community. Nominations are sought from CCI members on a simple form and a vote by ballot is conducted at the May CCI meeting. The recipient is honored during the June CCI meeting and a perpetual plaque listing those honored is posted in the Washington County Public Services Building.
The Harold M. Haynes Award was initiated in 1998 following the untimely death of Dr. Haynes, a former resident of Forest Grove. Dr. Haynes was a citizen statesman and constant advocate for state land use Goal 1, requiring Citizen Involvement in all phases of planning. Dr. Haynes was instrumental in creating the Committee for Citizen Involvement in Forest Grove. He served on the Washington County CCI and the Citizen Involvement Advisory Committee for the state Land Conservation and Development Commission.
Last years’ recipient was Cherry Amabisca honored for her work to communicate with and empower community residents working toward shared goals. Cherry’s community involvement spans her role as a West Union Elementary School parent and local 4H sponsor to engagement in planning for Metro’s Urban and Rural Reserves. She was a founding member and Chair of Save Helvetia (www.savehelvetia.org), formed to advocate for the preservation of foundation farmland north of Highway 26 and in the Greater Helvetia area in particular. The success of these efforts so far is largely due to Cherry: her respectful outreach to neighbors, staff and officials; her skill in organizing people and testimony to address decision criteria and avoid repetition; and her clear commitment to applicable law, community values and accurate data as bases for decisions. Save Helvetia’s efforts have resulted in the preservation of over 7,000 acres in Rural Reserves designations.
Other past recipients include a variety of citizen activists and leaders honored for their work and service to the community fostering positive leadership and helping to bring clarity to complex issues. We encourage you to take advantage of this opportunity to honor a individual or a group in your community who made a difference in your community.
