Oregon law allows burial of a landowner's own animal mortalities with certain specifications such as distance to surface water, depth of cover, etc. If you will be taking mortalities from other animal owners, it will become a solid waste disposal system which is regulated by the Oregon Department of Environmental Quality (DEQ).

Contact your local Natural Resource Specialist at the DEQ for more information.
