When to report and apply
Report deadline is July 31st
Our online reporting system opens in late October, and reports can be submitted once all schools in the district have completed their outdoor school experience The final report deadline for the previous school year is July 31st. Reports submitted after the deadline will not be reimbursed.
Application deadline is October 15th
Our online application system opens by early March, and applications become accessible for the coming school year, once the previous year’s reports have been submitted. The application deadline is October 15th of the current school year.

Where to report and apply
Please read the instructions on this page to understand the process thoroughly. When ready, use the button link to access the online application and reporting system (OARS).
Please contact your outdoor school regional coordinator or the main office ([email protected]) if you have questions.
Who can report and apply
Designated district representative or Outdoor School contact
Each district superintendent must assign a representative, known as the District Designate. Only one District Designate is allowed per district. Every designate must register in the Outdoor School application and reporting system and is responsible for submitting the accurate application or report.
Delegate or contributor to the application or report
The district designate can assign parts of the application or report to teachers or other staff called “contributors”. Contributors are often people who intimately know the program details and can report on the experiential portions of a report. The contributor will receive an email to access the system.
How to register
District Designate Registration:
- The District Designate must register as a user by selecting "Create a new account" in the lower-right corner below the login button.
- Choose a password to be used for all future access.
- When registering for the first time, you will need to know your assigned Intergovernmental Agreement (IGA) number - if you do not know this, contact your regional coordinator or email [email protected].
Delegate/Contributor Registration:
- If you have been delegated a report, you must register using the link sent to you in an email.
- From that link, you will be able to access the unfinished report that you have been delegated by the Designate.
- Do not use the "Create a new account" option; only the District Designate should do so.

with osu please feel free to reach out
to us then you'll create your password

once done go ahead and hit the sign up
button
then you move on to the superintendent
information
and the secondary contact information
these are very important for us because
this is how we contact you and remind
you of deadlines applications and
reporting so that you do not miss out on
funding opportunities
but the superintendent is required and
the secondary is not so if you are the
superintendent and you filled out your
information on the first page you can
repeat it here
we do need you to fill out the
information for superintendent
then you hit confirm
that takes you to the application and
reporting system make sure you keep
track of your username and password your
username will always be an email address
we hope we have had folks have autofill
where it puts the iga number in the
username that should not be the case
so
if you have your username and password
you should be set

How to report or apply
The Outdoor School fund reporting process requires registering in the online reporting system. You can log in to the online reporting system as often as necessary to complete the application or reports. You are encouraged to save work frequently.
- Fill out an application or report for each school in the district
- The representative can complete this, or delegate someone to do parts of it (they access the application or report with the "delegate" button).
- Applications should only include schools within the boundaries of the district.
- Submit the application or report by clicking on “Save and return to District or ESD”
- The link will then be inactivated, and you will not be able to return to the application or report.

the name of provider should be a pick
list please look closely because your
provider name you might know them as one
thing and we might have something
slightly different on the other
there are also other options that being
other if you can't find your provider
listed and will ask you to name the

or if you're a district and you are your
own provider
some districts might be listed because
they are regular providers so look for
yourself in the list but we also have an
option of none no provider district is
provider
so
go ahead and pick your provider name and
then the name of facility or site where
did you attend outdoor school it could
be different it could be the same so
if you
had camp tamarack as your provider camp
tamarack might be
the site as well however do look closely
at that list because you may know the
site as a different name from what we
have listed or a variant from what we
have listed the other thing we offer is
some schools or districts will go to
multiple locations
and so we do have multiple sites or
locations as an option on the site and
location question which i believe is
question two
so

so rita can you give us an explanation
of how do we answer question four on the
report for a length of program
sure
this year because of covid the length of
program could be fairly complex for each
school and district that participated in
outdoor school
and we tried to make it so that we could
understand things a little bit better
and in doing so we've broken this into
three separate categories so you'll see
question four length of program it
starts off with 4a
which is labeled as residential or
non-residential these are programs that
had any aspect of the program that might
have gone off-site you went to a camp
or a state park
or a local park but you did go off site
and
when you check yes on that if you had
any aspect of your program that was
off-site and was residential or
non-residential it will ask you for your
number of days and number of nights
so enter the number of days that you
were off site if you did do residential
how many nights did you have if you
didn't go ahead and enter zero
i think that's it for the residential
non-residential then you go to b your
option b which could be part of your
program
in option b we're asking for in-person
at school
so if you didn't go off-site you did
some outdoor school it could be on your
school grounds in your school yard or in
the building
either way
if you did something some part of your
program you want to check yes there
or if you didn't know
if you check yes what we want you to do
is enter the number of hours the total
number of hours or maximum number of
hours per student that your students had
in person at school
we've set it to validate so that it
won't accept any numbers over 50. if you
feel that your students experience more
than 50 hours of outdoor school
each or per student
please contact us and we'll talk about
that
but if you're below 50 hours that's fine
enter the number of hours and you're
good with that
4b then we have 4c
4c is for those schools that had as part
of their outdoor school experience
a comprehensive distance learning or
virtual outdoor school experience
for those it's similar to b
if you check yes then we want to know
the maximum number of hours that your
students participated in comprehensive
distance learning or per student the
other thing about
any of those a b or c
is say you have sixth grade and seventh
grade that attended outdoor school if
your seventh graders had a different
experience from the sixth graders we
would like you to contact us
so that we can work out how we want to
report those two experiences

so now we are on question six of the
report
where we are reporting the cost for
outdoor school
we really want you guys to have all of
your expenses
collected and ready to go when you get
to this question it is on a per student
basis so any cost
in a category you would add it all up
you divide it by the number of students
that attended and that would be the cost
that you would report
the four categories that we are asking
reporting on is the program cost
the unreimbursed transportation cost
outdoor school provider fees and then
the stipends and personnel keep in mind
oregon department of education does pay
a certain portion of your transportation
costs included for outdoor school so
take a look at that with your agreement
with ode make sure that you're charging
them the certain portion that they
agreed to we will take care of the rest
provider fees sometimes a provider
will include chaperone cost in a
different category you want to take the
full provider fee invoice and divide it
by the number of students and that is
what you will put in the report

of the report we ask you to add or
upload a pdf of your agenda or schedule
for the outdoor school experience for
your students
you could also upload curriculum
whatever you do
there's a few things we want to let you
know
first you might be saying what do you
mean by agenda or schedule what should
it include
we're going to include on the
report
form and on our website some examples
that'll give you a feel for what should
be included in that report and agenda we
strongly encourage you to look at those
we also provide a template that you
could use it doesn't have to be fancy we
have some examples that are slick and
glossy brochures you don't have to do
that
we're happy with a standard word
document where you list the pertinent
information
if you do give us a curriculum though
the concern there
leads to the second point of this video
and that is
there are limited
file size or file restrictions that are
encountered when we start to do the
docusign of your invoice so what we
really need you to do
is limit the number of documents that
you upload and the way you can do that
is if you're a district that has
multiple schools
and you have five schools that all went
to the same provider and they in essence
had the same experience using the same
schedule or agenda
you can upload that schedule or agenda
once
using the file name convention that we
recommend
and then for each school thereafter that
that agenda or schedule applies to
select the radio button next to the name
of that schedule agenda or actually i
believe it's a drop down that you can
select the file name
from the list of drop-down files
so you could have five to ten schools if
you're a large district that all follow
the same schedule or agenda and you
would just select that file from the
drop-down list as opposed to uploading a
file for each of those schools
so those are the tips and tricks that we
wanted to let you know about question 20
where you upload an agenda or schedule

so priscilla we got a lot of folks who
are frustrated because at the end of
filling out all their reports
they're trying to submit and they might
have a school or two that for some
reason they can't submit it's not
showing us ready to submit what do we
want to tell those folks to do
absolutely
so the first step is go back into the
report and take a look to make sure all
of the questions have been answered
you'll see an asterisk by the question
number so you'll know that that's a
required question that needs a response
sometimes it's as simple as saying that
there was zero seventh graders that
attended
also take a look to make sure that you
did not add any invalid responses such
as a dollar sign in the cost questions
the final thing to take a look at is the
last question that has you upload
sometimes the size is too large and
needs to be reduced
if you're still having issues please
feel free to contact us we'll take a
look in the back end see if we can help
you get that report submitted as quickly
as possible priscilla i thought of
something else it could be that they've
delegated something but the delegate
hasn't finished it so if it is still
saying pending submittal from a delegate
then you need to contact your delegate
and make sure that they have completed
the form and have selected the save and
submit back to district
if they haven't selected that and send
it back to the district the district can
go into
the top of the application or report and
say cancel delegation or remove
delegation
so if you do that
that might help with anything that you
have delegated
that's it

every school shows that it's ready to
submit
there is a small button at the very end
that says submit
this is when your report will be turned
into osu for review
a couple reminders you may want to print
a pdf for your own file or documents
but you also have access to these every
time you log in to your account that you
can review what was submitted
once this has been submitted there
cannot be any changes unless we return
it to you
the regionals will take a look
review and contact you if they have any
questions or concerns about the report
then
i receive the approved report
and i can
send you a copy of the invoice in
docusign for your signature
once you sign that signature
we can process your payment and it
usually takes about two weeks before
you'll see it in your account
if you do have any questions or concerns
or you haven't seen any communication

Reporting resources
Program Summary for Report
If a school contracted with an outdoor school provider, that provider should be able to provide a short 2–3 page program summary that includes metadata with your school’s name, date of program, and activities and academic subjects covered. that meets the criteria in the reporting template. You must upload a PDF file of your outdoor school program summary in your report. Use the program summary template, which must be uploaded as a PDF file.
