Sandi Cleveland Phibbs

Biography

Dr. Sandi Phibbs is currently the Evaluation Manager for the Family and Community Health Program in OSU Extension. Most recently, Sandi served Oregon as the Innovation, Evaluation, and Research Manager in the Oregon State University Center for Health Innovation. Since 2020, Sandi has worked to connect Oregon State University faculty and students with external community, industry, and government partners, in order to create new and expanded opportunities to partner on innovative public health workforce development, practice, and research. Sandi specializes in program evaluation and needs assessments in community settings.

Sandi’s work in Extension includes providing training and technical assistance for community behavioral health through the Coast to Forest program and the Northwest Rural Opioid Technical Assistance Collaborative. Sandi led the statewide evaluation of Healthier Oregon/Oregon Health Plan expansion in 2023 and worked on the 2021 Santiam Canyon Community Health Impact Assessment.

Sandi earned her PhD in Public Health with a concentration in Health Promotion/Health Behavior at OSU in 2015. She completed her MPH in Community Health at the University of North Texas Health Science Center and her BA in History at the University of North Texas.
